- Defense Supply Center Richmond intends to negotiate with responsible concerns for the establishment of an Indefinite Quantity Contract (IQC) with a base period of one year and four, one year options for seven mixed/specialty gases. The successful offeror will be responsible for delivery of these gases to Anniston Army Depot, Alabama and/or Defense Depot Richmond, Virginia, FOB destination in 2, 5, or 10 days ARO depending on the priority of the delivery order. The successful offeror will also be responsible for the pickup of empty cylinders from either Anniston or Richmond and the retest/refurbishment of the cylinders in accordance with Defense Department and US DOT standards. Each gas will have 2 NSNs; one NSN will be for the delivery of Full cylinders- vendor delivers to customer and does not pickup empties. The second NSN is for exchange- vendor delivers to customer and picks up empties for retest/refurb and/or refill. A statement of work is incorporated into the statement of work and details the responsibilities of the successful contractor. The solicitation contains provisions for a 3% annual adjustment of unit prices. The solicitation also contains the Price Redetermination Clause which allows for additional price adjustments, every six months, depending on the volume of cylinder refurbishment that is required. The gases in this solicitation are: Argon (98%)Oxygen (2%), MIL-A-18455C, Type I and BB-O-925A, Type 1, NSNs 6830-00-656-1603 and 6830-01-523-7071; Argon (75%)Helium (25%), MIL-A-18455C, Type I and BB-H-1168C, Type Grade A, NSNs 6830-00-938-7819 and 6830-01-523-7039; Argon (75%) Carbon Dioxide (25%), MIL-A-18455C, Type I and BB-C-101C, Type Grade B, NSNs 6830-01-312-0055 and 6830-01-311-7855; Argon (95%) Hydrogen (5%), MIL-A-18455C, Type I and BB-H-886D, Type Grade B, NSNs 6830-01-522-7666 and 6830-01-523-7053; Argon (90%) Oxygen (5%) Carbon Dioxide (5%), MIL-A-18455C, Type I; BB-C-101B, Type Grade B and BB-O-925A, Type I, NSNs 6830-01-522-7674 and 6830-01-523-7077; Argon (65%) Hydrogen (35%), MIL-A-18455C, Type I and BB-H-886D, Type BBH886D-230, NSNs 6830-00-052-9918 and 6830-01-523-7066 and Argon (95%) Helium (5%), MIL-A-18455C, Type I and BB-H-1186C, Type Grade A, NSNs 6830-01-522-7669 and 6830-01-523-7032. The solicitation contains the annual estimated quantities for each gas, the guaranteed annual minimum quantity for each gas and the annual maximum for each gas as well as delivery order minimums and maximums. Delivery orders will be issued under the resulting contract. Specifications are available for each gas mixture at http://assist.daps.mil. US Government furnished cylinders and safety carts will be provided to the successful offeror. This solicitation is issued under full and open competition procedures and also formal source selection. See numbered note 9. The solicitation details how the offerors will prepare their proposals and how the proposals will be evaluated by the Government. Commercial procedures are not utilized- see numbered note 26. This solicitation is also issued as unrestricted. Large business concerns will be required to submit a Small Business/Small Disadvantaged Subcontracting Plan. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation.
