Description
The U.S. Army RDECOM-ARDEC command is seeking companies with experience in Magnified Optical Sight (MOS) manufacturing: corporate knowledge, technical expertise, facilities, manufacturing equipment, product acceptance test hardware and hazardous material handling. The government is seeking to test and potentially qualify a Commercial of the Shelf (COTS) / Non-Developmental Item (NDI) MOS, Illuminated optic sight for daytime illumination, and night use. The MOS must meet or exceed the following requirements: 1) The MOS shall be Illuminated (unpowered or powered, unpowered preferred; if powered, AA or AA123 lithium power batteries only) and shall be effective in day and night situations. 2) The MOS shall provide a capability to effectively recognize and engage targets from 0 to 600 meters during the day and 0 to 300 meters at night when coupled with PVS 7 or PVS 14 NVG). 3) The MOS must provide the Warfighter with the capability to estimate range and effectively engage targets from 0 to 600 meters during the day, and 0 to 300 meters during night operations (when coupled with PVS 7 or PVS 14 NVG). 4) The MOS must be interoperable with the M4 Carbine, M16A2 / M16A4 rifles and the M249 Squad Automatic Weapon (SAW). 5) The MOS must provide the Warfighter with the capability to acquire targets using one and / or with both eyes open for rapid target acquisition. 6) The MOS must provide rapid transition between long-range and close quarter?s engagements. 7) The MOS must allow for rough handling, and shall be able to be carried by the optic body. 8) The MOS shall be able to maintain zero during operational modes. 9) The MOS should operate in and withstand the environmental conditions in which the Warfighter may be employed. 10) The MOS shall contain a LASER Filter Unit or is compatible to be fitted with a LASER eye protection filter. (The specification for the optical laser filter is Government classified at the SECRET level. This specification is only available to US and Canadian companies with a SECRET facility clearance). 11) If radioactive materials(s) are used, the manufacture?s license for radioactive material shall cover sales to the US Government. Manufacturers shall provide a plan for disposal of all hazardous material contained in the MOS. The estimated quantity that may be required by the government is 100,000 each. Deliveries are scheduled to commence in FY07. Interested firms should submit literature/brochures not exceeding twenty (20) pages describing product technical capabilities, design details and operational characteristics, and production capability (monthly sustainable production rate). Submissions shall also include a Rough Order of Magnitude (ROM) cost estimate for the following quantity ranges; 10-100 & 101-500 for R&D FY05 and FY06 respectively and for production 1,000-10,000 and 10,001-20,000 for each production year from FY07 thru FY10. The ROM will be used for planning purposes only. Potential contractors must have experience in the handling and processing of hazardous materials, if hazardous materials are used. All responses to this notice are due no later than 22 February 2005.
