Description

This is a notice of intent to award a sole source simplified acquisition under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) to National Instruments of Austin, TX. This acquisition is for volume licenses and maintenance for LabView Full Development Systems FDS for Windows, LabView FDS for Macintosh, LabView FDS for Linux, and LabView Windows CVI for Windows for the National Institute of Standards and Technology (NIST), Office of the Director, Enterprise Systems Division. LabView/CVI software from National Instruments is the graphical development environment for creating flexible and scalable test, measurement, and control applications rapidly and at minimal cost. With LabVIEW, engineers and scientists interface with real-world signals, analyze data for meaningful information, and share results and applications. Regardless of experience, LabVIEW makes development fast and easy for all users. LabView delivers a powerful graphical development environment for signal acquisition, measurement analysis, and data presentation, and provides the flexibility of a programming language without the complexity of traditional development tools. No other known commercial code has these capabilities. This notice of intent is not a request for competitive proposals; however, all proposals received by 1:00p.m. (Eastern Standard Time) January 31, 2005, will be considered by the Government. No RFQ package is available. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
