Description
This announcement is issued for informational and planning purposes only. This Request for Information (RFI) is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Department of the Treasury?s Bureau of the Public Debt (BPD) is conducting market research to determine the feasibility of a set-aside competition for the Armed Forces Retirement Home (AFRH-G) in Gulfport, MS. The Contractor shall provide a full range of podiatric services, including diagnosis, treatment, and follow-up foot care, in a geriatric environment located at the Community Health Clinic. (CHC). The Contractor shall provide a Doctor of Podiatry that is dedicated to providing quality, timely and compassionate resident care. The Podiatrist shall provide services for the entire population of the Health Care Center of the AFRH-G, which includes inpatient and outpatient residents. AFRH-G currently has approximately 590 residents, but can support up to 620. The Contractor shall provide a Podiatrist who has proper credentials and are licensed in accordance with federal and state regulations as required for the tasks being performed. The Contractor shall fulfill all necessary requirements for credentialing under the rules and regulations of the Federal Government and maintain licensure as appropriate for a physician of good standing in the state of Mississippi. The Contractor shall complete all work in accordance with all applicable Federal, state, and local laws, regulations, and industry standards. The Contractor shall comply with the standards set forth by the JCAHO, Federal or accreditation regulations, including but not limited to Occupational Safety and Health Administration (OSHA), American Medical Association (AMA), Centers for Disease Control and Prevention (CDC), or AFRH-G specific accreditation needs. The AFRH Health and Wellness Clinic will schedule appointments for the Contractor. The Contractor shall provide service Monday through Friday (a minimum of twelve (12) hours per month), pursuant to mutually agreed schedules. The Contractor shall provide the required services and document the services provided in the patient records. The AFRH-G will provide the existing clinic space, utilities, exam room equipment, and attached physical assets needed to provide medical care for the resident population. The AFRH-G will provide a Healthcare Services Administrator who will serve as a liaison for the Contractor on site at the AFRH-G. The Contractor shall furnish a Podiatry Chair that will stay in the designated Podiatry area until the end of the contract. The Contractor shall furnish their own Assistant(s) at their own cost and provide all necessary and legal insurance and/or taxes regarding the hiring and employment of this individual. The Contractor shall furnish any necessary tools or equipment for treatment or diagnosis related to patient care. All such equipment shall be approved by the Healthcare Services Administrator and the AFRH-G Safety Officer prior to use. The Contractor shall be responsible for all contractor employee personnel benefits, payroll, insurances, OSHA, and any regulatory requirements and costs regarding its employees. AFRH-G residents have Medicare, TRICARE FOR LIFE or TRICARE PRIME and some have supplemental medical insurance. At the present time, TRICARE requires that services be requested through the Primary Care Physician in order for TRICARE to be billed for services. The Contractor shall submit bills in accordance with procedures prescribed by the TRICARE Operations Manual. Contractor podiatrists shall bill TRICARE for only those services that are a covered benefit and shall accept the negotiated reimbursement rate for the services rendered. The Contractor shall obtain insurance information and Informed Consent from the residents. Insurance information and Informed Consent will be provided to the Contractor by the residents of the AFRH-G at the time services are rendered. The Contractor shall ensure the residents fully understand that their private insurance will be billed for services. In the case of a resident who is under a conservatorship, the AFRH-G will be responsible for providing insurance information. In the case of a resident who does not have coverage, the AFRH-G will pay for services at the Tricare rate of reimbursement. The Contractor shall bill the residents? insurance company directly for reimbursement of physician services. Residents and/or their insurance companies will be responsible for payment of all services including co-payments. The Government is not responsible for payment, and the Contractor shall not bill the Government for these services. The Government will pay the contractor for services at the TRICARE rate of reimbursement for residents without insurance, including co-payments covered under the TRICARE plan. The COTR will provide an updated list of uninsured AFRH residents to the Contractor. The Contractor shall bill Medicaid directly for reimbursement of podiatry services for residents? who qualify for Medicaid. The Contractor shall accept Medicaid reimbursement as full payment for services. Billing Documentation for AFRH Invoicing: The contractor shall provide a patient log, indicating the name of the resident, date service was rendered, type of service rendered, and the date the document was prepared. The contractor shall also provide a copy of any third party billing. The document must be signed by the Podiatrist and an AFRH designee. All documentation shall be submitted to the AFRH-G Associate Administrator or AFRH-G designee.
