- THIS IS A MODIFICATION TO THE SYNOPSIS POSTED ON 05 OCTOBER, 2004 AND MODIFIED ON 19 OCTOBER 2004. THIS REQUIREMENT IS BEING MODIFIED TO REVISE THE SPECIFICATION AND CHANGE THE STATUS FROM EXTENDED INDEFINITELY TO ACTIVE STATUS. The Naval Air Warfare Center Aircraft Division plans to issue a Request for Proposal (RFP) on or about approximately 7 February 2005 as a 100% Small Business Set-aside. Reference SOLICITATION NUMBER N68335-05-R-0001. The solicitation will appear on NAVAIR HOME PAGE www.navair.navy.mil/doing_business/open_solicitations/ . The requirement is for a Swept Frequency Tester (SWFT). The SWFT will be used at the organizational level and will provide the capability to conduct Insertion Loss (IL), Return Loss (RL), Voltage Standing-Wave Ratio (VSWR) and Distance-To-Fault (DTF) measurements on aircraft Radio Frequency (RF) transmission lines, in-line RF components and antennas. Additionally the test set will be capable of generating pulse modulated test threat signals for testing aircraft Radar Warning Receivers (RWR) . The test set will be used to support, but will not be limited to the AH-1, CH-53, C-130, E-2C, EP-3E, HH-60, MV-22B, P-3B/C, SH-60, S-3B, UH-1, VH-3D, VH-60N and unmanned aircraft. This test set will replace the AN/USM-482A (NIIN: 01-390-9170) and the AN/USM-482 (NIIN: 01-211-2836). The test set shall perform three basic measurement functions: ( A) Insertion loss; (B). Return Loss and VSWR, which the test set, shall be able to display per operator selection; ( D) Distance to fault using frequency domain, time domain or a combination of both to meet the technical data performance requirements . Potential sources must submit proposals that meet or exceed the following revised Minimum Performance Specifications, i.e. list of specified measurement functions and corresponding requirements: A. Insertion Loss Test Function: 1. RF Frequency: a. Frequency Range 10 MHz to 18.0 GHz; b. Frequency Accuracy +/- 50 KHz; c. Frequency Resolution 100 KHz; d. Measurement Range 0 dB to 50 dB (@ 50 Ohm); e. Measurement Accuracy + .50 dB @ 50MHz < 10dB + .75 dB @ 18GHz < 10dB + .50 dB @ 50MHz 10dB to 20dB + 1.25 dB @ 18GHz 10dB to 20dB + 1.50 dB @ 50MHz > 20dB + 2.25 dB @ 18GHz > 20dB ; f. Measurement Resolution +/- 0.1 dB. B. Return Loss/ VSWR Test Function: 1. RF Frequency: a. Frequency Range 10 MHz to 18.0 GHz; b. Frequency Accuracy +/- 50 KHz; c. Frequency Resolution 100 KHz; d. Measurement Range 1.6 dB to 40 dB (@ 50 Ohm); e. Measurement Accuracy 1.6 dB to 10 dB, +/- 1.5 dB; 10 dB to 15 dB, +/- 2.5 dB; 15 dB to 17.5 dB, +/- 5.5dB; 17.5 dB to 20 dB, +/- 7.5 dB; 20 dB to 40 dB, +/- 7.5 dB. C. Distance To Fault: a. Frequency Range 10 MHz to 18 GHz; b. Measurement Range 0 to 200 Feet. c. Measurement Accuracy 1.0 GHz (Bandwidth): +/- 6 inches; 500MHz(Bandwidth): +/- 1 foot; 50MHz(Bandwidth): +/- 2 feet. The test set shall be capable of generating pulse modulated test threat signals for testing aircraft Radar Warning Receivers (RWR). Here are the specified measurement functions and corresponding requirements for RWR testing: A. RF Frequency: 1 Frequency Range 500MHz to 18GHz; 2. Frequency Accuracy (Absolute) +/- 50KHz; 3. Frequency Resolution +/- 100KHz; 4. Phase Noise: -60dBc/Hz at 10KHz offset. B. Pulse Modulation: 1. Power Output: +10dBM 2. Range :Instantaneous dynamic range 40dB; 3. Accuracy +/- 1 dB Absolute; 4. Amplitude Switching Speed: 1usec Modulation and Sweep Mode 5. PRI Range 1usec to 68msec; 6. PRI Accuracy +/- 10 nsec; 7. PRI Resolution 50nsec; 8. PW Range 200 nsec to CW; 9. PW Accuracy +/- 10nsec; 10. PW Resolution 50 nsec; 11. Pulse Rise & Fall Time 50 nsec; 8. On/Off Ratio 40dB 12. Types: Pulse Modulation. The test set shall be operable in a manual (operator control) mode to conduct tests. The test set shall be able to save and recall as a minimum 750 test results and 250 test set-ups. This data shall be saved to internal memory (for unclassified data) and on removable media with PCMIA or USB interface. The test set shall provide Operation modes and Maintenance modes. All modes shall be supported by on-screen instructions, status messages, warnings and prompts. The test set shall re-utilized the existing AN/USM-482A Interconnecting Groups ON-303 (V) 1/(V) 2 to interface with various aircraft transmission lines. The test set shall also utilized existing Platform Fault Diagnostic Test Program Instructions to run the required aircraft test. It is requested that respondents describe environmental constraints in operation of the test equipment and manufacturing impacts resulting from the changes identified in this modification, to the Desired Minimum Specifications stated in the original RFI. NAWCADLKE posted the original RFI synopsis number N68335-04-RFI-0049 for a Swept Frequency Tester (SWFT) requirement to the FedBizOps website on 05 February 2004. SWFT will be procured as commercial equipment Non Developmental Item (NDI). The test set is classified as Class 2 Test Equipment for Navy shipboard use as defined in MIL-PRF-28800F and will be used as Organizational Level Aircraft flight line test equipment. The Government anticipates the award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a Minimum quantity of 5 pilot production units to be purchased with the first Delivery Order. Minimum quantity is 5 pre-production units with a maximum quantity of 500 Swept Frequency Testers which can be ordered upon completion of contractor pre-production testing and Government suitability and supportability evaluation. Maximum quantity in any calendar year is 100 Swept Frequency Testers. SWFT sets may be ordered during a period beginning in FY05 and ending in FY08 by Delivery Order. In order to determine the best value, the Government will consider strengths, weaknesses and risks associated with the proposal using the best value method of evaluation. The contract resulting from this solicitation will be awarded to that responsible offeror whose proposal, conforming to the solicitation, is determined to offer the best value to the Government. Factors that will be evaluated: Technical expertise, experience, past performance, and price. This solicitation is a 100% small business set aside. Contractors must be CCR registered. Representations and Certifications will be collected via On-line Representations and Certifications Application (ORCA).
