Description
A MARKET SURVEY is being conducted to determine if there are adequate Contractors that meet the Small Business Administration's (SBA) 8(a) Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), and/or Historically Underutilized Busin ess Zone (HUBZone) Small Business requirements for a competitive set-aside procurement. The proposed future contract(s) will be for Architect-Engineer (AE) design services in support of the U.S. Army Reserve on a nationwide basis. Types of facilities inv olved in the proposed Indefinite Delivery/Indefinite Quantity (IDIQ) contract(s) could include, but are not limited to: Army Reserve Centers, Organizational Maintenance Shops (OMS), Unheated Storage Facilities, Deployable Medical Systems (DEPMEDS), and Mil itary Equipment Parks (MEPs). General requirements of the proposed IDIQ contract(s) are expected to include investigating and assessing the condition and adequacy of facilities, utilities, equipment, pavement, and sites; determining technical, procedural, and/or managerial requirements; and developing recommendations, priorities, plans, drawings, specifications, and cost estimates for studies, new designs, renovations and expansions, and minor construction. Additional contract requirements may include prov iding construction services (e.g., engineering design during construction, shop drawing review, etc.) for construction projects. Types of skills required could include, but are not limited to: Project Manager, Architect, Structural Engineer, Civil Engine er, Environmental Engineer, Superintendent, Cost Estimator, Industrial Hygienist, Mechanical Engineer, Fire Protection Engineer, Electrical Engineer, Survey Team, Interior Designer, Microstation/CADD technicians, Specifications Writer, Cost Estimator, and Secretary. Responding firms will be required to demonstrate experience utilizing three-dimensional (3D) building information modeling (BIM) technology (e.g., Triforma). Firms will also be required to demonstrate experience performing multiple task orders concurrently. Interested firms should submit a current Standard Form 330 (Architect-Engineer Qualifications) Part II and separate documentation describing project experience relevant to the criteria described above (e.g., concurrent facility design proje cts completed utilizing BIM technology) to include, at a minimum: (1) BIM/CAD manager point of contact (POC) name, title, telephone number, and email address; (2) name of client; (3) client POC name, title, telephone number, and email address; (4) contrac t and/or delivery order value; (5) date work was performed; and (6) brief narrative description of type and complexity of work performed (e.g., extent of deliverables/construction documents produced from BIM, level of complexity of BIM utilized per discipl ine). Submit only information for work performed within the last five (5) years. Separate documentation should also include resumes and documentation of BIM experience for key project personnel (e.g., Architect, Structural Engineer, Civil Engineer, Mecha nical Engineer, Electrical Engineer). Separate documentation should be limited to ten (10) pages in length. This is not a Solicitation Announcement or Request for Proposal, and it does not constitute any commitment by the Government. No award will result from this Market Survey. The purpose is to conduct market research to gain knowledge of potentially qualified sources. Responses to this notice will be used by the government to make appropriate acquisition decisions. All interested sources must respon d to future Solicitation Announcements separately from responses to this survey. This Market Survey is for 8(a) Small Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), and/or Historically Underutilized Business Zone (HUBZone) Small Bus inesses only. NOTE: If a sufficient number of qualified firms do not respond, this planned contract action will be converted to an unrestricted competition.
