- Description
- The United States Property and Fiscal Office for New York is considering whether or not to set aside and acquisition for competition among HUBZone Certified Concerns. The estimated value of this procurement is between $500,000 and $1,000,000. The a pplicable NAICS Code is 238320 (Painting Contractors), with a small business size standard of $12,000,000. The proposed acquisition consists of the contractor cleaning, preparing, priming and the application of a minimum of one prime coat and two coats of special coating material on all exterior metal surfaces of Building No. 101 to include overhead and hangar doors. The work also includes removing all copings, lightning protection devices, etc., to allow for the application of coating under these items an d for the edges of the items to be properly coated. All items removed for paint application will be replaced after the completion of painting. All compressible fillers existing under removed items will be removed, disposed of, and replaced with new. The project also consists of initial non-destructive testing of the existing coating after cleaning and preparation to establish an average existing coating thickness. Each additional coat of material will also be tested to ensure that the required minimum t hickness has been applied. Retesting of items found to be not in compliance with the requirements of the specifications is also included. The project also requires the removal of the metal panel American Flag on the Hangar door truss. These panels will be protected to prevent damage and be securely stored until the coatings on the building are complete and accepted. Once the coatings are accepted, the America Flag panels shall be replaced. The proposed contract type is firm fixed price. The performanc e period is 90 calendar days after Notice to Proceed. At the present time, the solicitation is expected to be issued on an unrestricted basis. In your response you must include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work s imilar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and telephone numbers. At least two references are requested, but more are desirable. Your response is required by January 26, 2005. Contractors are reminded that should this acquisition become a HUBZzone set aside, FAR 52.219-3, Notice of Total HUBZone Set-Aside, will apply, which requires that at least 50 percent of the cost o f personnel for contract performance be spent for employees of the concern. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set-aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone Small Business set-aside or on an unrestricted basis, will be posted in FedBizOpps website at http://www.eps.gov.
