Description
Amendment to Solicitation: Contracting Office Address The Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) Headquarters (HQ) is located at the Chester A. Arthur Building (CAB), 425 I Street, NW, Washington, DC 20536. Description: The purpose of this amendment is to address and answer questions regarding the Transportation Solicitation number will be HSCEOP-05-R-00006. No other questions will be addressed after this amendment. Proposals are due 1/21/2005 by 2:00 p.m. est. Via express mail of your choice to address indicated on solicitation. Questions pertaining to Transportation solicitation HSCEOP-05-R-00006: Question # 1. Regarding ?Continuation of Block 20?, CLIN No. 0001, 1001, 2001, and 3001, DESCRIPTION: Three sedans with drivers, one van, one wagon, with drivers, and one supervisor/dispatcher. We are unable to locate a definition of a wagon. Can you please define, or provide additional information? Response # 1: GSA?s Federal Vehicle Standard Number 307AH, Table 4, Item No. 20 was provided as Attachment 1 to the PWS, In addition (See PWS Section 2.1H5, titled, ?Contractor Furnished Equipment Question # 2: Regarding ?Continuation of Block 20?, CLIN No. 0003, 1003, 2003, and 3003, DESCRIPTION: Additional sedans and 7-passengers mini-vans/wagon, with drivers for all vehicles ?off-site/per-call? basis (Minimum 105 calls per month/Maximum of 1,260 calls per year. Can you please define the total amount of time a off-site/per-calls will take? Response # 2: It is the responsibility of the offeror to determine the amount of time it takes to complete a call. Question # 3. Regarding ?Continuation of Block 20?, CLIN No. 0003AD, 1003 AD, 2003 AD, and 3003 AD, DESCRIPTION: 25 up to 30 passengers mini-bus(s), with driver (s) driver (s) on an off-site/Per-call basis, (Minimum of one per call per day/ Maximum of four per calls per day). Based on this information the QTY should equal a minimum of 250, not 192. Can you please provide clarification? Response #3. The 192 estimated hours identified in the PWS are based on the historical data and are estimates only. Question # 4. Regarding Section C. Designated Driver(s) With Sedan(s) for ?executive leadership? and Other DHS Organizational Elements: Number 2. Designated drivers with vehicles on-site at other DHS Organizational Elements regular duty hours will be from 6:30 a.m. to 7:00 p.m., Monday through Friday, excluding the ten recognized Federal holidays. Is this service required at the start of the contract, and what CLIN is this referencing? Response # 4. Yes. The service is required at the start of the contract. Reference CLINs 0006, 1006, 2006,3006, and 4006. Question # 5. Regarding CLIN?s: 0003AC, 1003AC, 2003AC, 3003AC, and 4003AC, Minimum of 4 half days per month and 8 full days per Year month/maximum of 48 half days per day per year and 96 full days per year (Over 4 hours per day). Is this referring to the a 15 passenger Van? Is a portion of this belong to the 0003AB, 1003AB, 2003AB, 3003AB, 4003AB clins.? Response # 5. Yes, Both requirements refer to the 15-passenger van. Question # 6. Regarding On-Site Drivers(s) with Vehicles(s), Duty Hours. It states that the duty hours are 7:00am to 8:00pm. Please verify if this information is correct, it our understanding that this requirement is not performed under the current contract, is that correct? Response # 6. This is the primary requirement currently performed under the existing contract and is covered in CLIN 0001 and reflected in the Performance Work Statement (PWS). Question # 7. Regarding Permits and Licenses Does this include the Passenger Authority from the Washington Metropolitan Area Transit Commission (WMATC) and Operation Authority for the state of Maryland, Virginia or Washington, D.C.? Response # 7. The PWS requires the contractor to obtain and maintain all needed licenses and permits required to legally and safely adhere local/city/county/state/federal laws, regulations, etc., in the performance all contractual services. Question # 8. Is this a new requirement? If not, can you please identify the incumbent contractor, and the amount of the current period? Response # 8. No, this is not a new requirement. The incumbent is Transcom Inc. 14905 Finnegan Farms Drive, Darnestown, and MD 20874. The value of the current contract period is $1,677,000.00 Question # 9. Regarding CLINS 0001, 0002, 1001, 1002, 2001, 2002, 3001, 3002, 4001, 4002. Can you provide estimated monthly mileage per vehicle? This will greatly assist with pricing. Response # 9. The estimated monthly mileage per vehicle is 1500 miles per month. Question # 10. Please advise if this contract is subject to the SCA, Wage Determination No: 94-2104 Rev 23, Area DC, and District Wide? If so, are Occupation Code ? Title; 01050-Dispatcher, Motor Vehicle, 31300-Taxi Driver, and 31361-Truck Driver, Light Truck applicable to ?Continuation of Block?, CLIN No. 0001, 1001, 2001, 3001, and 4001, DESCRIPTION: Three sedans with drivers, one van, one wagon, with drivers and one supervisor/dispatcher? Response # 10. Yes, it is subject to the Wage Determination. Question # 11. Regarding SF1449, this solicitation is set-a-side for 8(a) concerns. However, we do not see the item included in section A.2 52.212-5. Can you please clarify? Response # 11. The number 7 of ?52.219-8 Utilization of Small Business Concerns (May 2004) (15 U.S.C. 637(d)(2) and (3)). Is hereby checked. FAR 52.219.8 Notification of Competition Limited to Eligible 8(a) Concerns is hereby incorporated by reference. Question # 12. Overtime hours for driver(s)with sedans(s) On-Site at other DHS Organizational Elements will be 6:30 a.m.,and after 7:00 p.m., including weekends and holidays. All overtime shall be approved by the COTR, prior to performance of work assignments. Based on the Hours mentioned above, daily regular working hours are consist of 12 hours with 30 minutes lunch. That is equivalent to 60 regular hours Monday thru Friday and more if you have to work weekends or holidays. If you work more than 40 hours a week, wouldn?t it be consider overtime? Response # 12. The regular duty hours will be from 6:30 a.m. to 7:00 p.m., hours stated above do not represent the total number of hours an individual is expected to work. Overtime hours for driver(s) with sedan(s) on-site at other DHS Organization Elements will be before 6:30 a.m., and after 7:00 p.m. ; including weekends and holidays. All overtime hours shall be approved by the COTR, prior to performance of work assignments. It is the contractor?s responsibility to staff accordingly.
