Description
This is a sources sought announcement only. The National Aeronautics and Space Administration (NASA) Dryden Flight Research Center (DFRC) is seeking Small Business Sources for an anticipated requirement for on-site support of the Safety, Health, and Environmental Office. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The NAICS code for this requirement is 541620 with a Small Business Administration size standard of $6 Million. Small Businesses submitting responses to this sources sought synopsis must identify if they fall into one of the following Small Business categories: Small Business, HUBZone Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Woman Owned Small Business, Small Disadvantaged Business, or 8(a) firm. Interested organizations are encouraged to review the attached draft Performance Work Statement (PWS) before submitting a capability/qualification brief. Submit capabilities/qualifications to perform this effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 4, 2005. Responses shall be limited to 15 pages and should include, as a minimum, (1) statement of qualifications/capabilities (2) evidence of relevant past experience with references; (3) average annual revenues over the last three years. Facsimile responses are not acceptable. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement under FAR Part 19. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". The Government reserves the right to request on-sight oral presentations from the most qualified submitters to this sources sought synopsis. This synopsis is for planning purposes only and does not constitute a solicitation for bid or proposals. It is not to be construed as a commitment by the Government. The Government does not intend to pay for any information provided under this synopsis. All respondents are reminded of the Central Contractor Registration (CCR) requirement to be considered eligible for any potential contracts.
