Description
SPAWAR Charleston wishes to establish the Navy Emergency Response Management Systems (NERMS). NERMS will have three fully- integrated system components: (1) Records Management System (RMS), the enterprise web portal centrally hosted for access by all Navy fire, police, and Emergency Medical Services (EMS) personnel and their commands; (2) Computer-Aided Dispatch (CAD), providing dispatchers with visual display, automated incident tracking capabilities, and increased dispatching capability with extended geographic coverage; and (3) Mobile Data Terminals (MDTs), providing CAD capabilities to field personnel in emergency response vehicles, response unit communication with dispatch centers, and real-time input to the records management application. NERMS will be fully-integrated, scalable, and expandable, supporting Navy police, firefighters, and EMS at Navy shore locations worldwide. Initially, two US sites will be supported. The contractor will provide all labor and material for design, implementation, performance, and maintenance. A draft Statement of Work will be released with the sources sought synopsis which will be published in the near future. The sources sought synopsis will seek capabilities statements from potential offerors for assistance in determining the acquisition strategy. A Pre-Solicitation Conference will be held on Wednesday, 26 January 2005, on the Washington Navy Yard, Washington, DC, from 8:30 am ??? noon in Building 211, Catering & Convention Center. Participants will use the 9th and M Street entrance to the Navy Yard, and will inform the police officer of the event they will be attending. They will show current identification, and will be directed to Parking Garage 405. They will inform the police officer at the parking garage of the event they will be attending, and will be directed to a parking space. Further information on this procurement will be presented, followed by a question-and-answer period. All prospective offerors are urged to attend. To make this Conference as productive as possible, offerors are asked to submit SPECIFIC questions via email to the Contracting Officer at elizabeth.ball@navy.mil at least three working days before the Conference. Prospective offerors MUST submit names of no more than two attendees who plan to attend the Conference to Becky.terpstra@navy.mil NO LATER THAN 5:00 P.M. on Friday, 21 January 2005. You must have your name submitted in order to gain access to the Navy Yard.
