Description
Provide all management, supervision, labor, materials, transportation, equipment, and protective clothing necessary to perform custodial services for approximately 108 buildings at Red River Army Depot for the period May 1, 2005, or date of award, wh ichever is later, through April 30, 2006, with options to extend through April 30, 2010. This includes, but is not limited to, emptying of waste cans, policing all grounds, scrubbing, polishing, waxing, mopping, dusting, and sweeping of floors, walls, car pets, restrooms, and other areas identified in the solicitation. Shift work and/or additional security requirements are required in certain areas. This requirement will be offered to all qualified, responsive concerns and bids will be considered using a cascading order of preference. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. It is the intent of the Government to award one contract on a competitive basis to an eligible Section 8(a) business concern in accordance with FAR 19.8, provided that adequate competition is received and award can be made at a fair market price. If circumstances do not permit an 8(a) award, the Go vernment will award one contract on a competitive basis to an eligible HUBZone concern in accordance with FAR 19.13, provided that adequate competition is received and award can be made at a fair market price. If circumstances do not permit a HUBZone awar d, the Government will award one contract on the basis of full and open competition from among all responsible, responsive bids received providing award can be made at a fair market price. HUBZone price evaluation preference will be applied to all qualifi ed HUBZone small businesses provided that the HUBZone concern has not waived their evaluation preference and their bid is not more than 10 percent above the lowest large business concerns price. Adequate competition is met if at least two (2) competitive bids are received from qualified, responsible business concerns at the tier under consideration. Fair market price is defined by FAR 19 and evaluated using FAR 15. The NAICS code is 561720 with a size standard of $14,000,000.00. Solicitation will be pos ted on the Little Rock District Contracting Webpage at https://ecs.usace.army.mil on the issue date. Vendors are requested to register there as a planholder in order to receive notice of any changes. The solicitation will not be available in paper format ; however, the Government reserves the right to revert to paper medium when determined to be in the Governments best interest. All documents required for the offer submittal, including amendments to the offer submittal, shall be in paper medium. Electro nic medium for submittal of offer will not be allowed. Solicitation will be available on or about February 4, 2005. Proposals will be due on or about March 4, 2004.
