- The U. S. Research Development and Engineering Command (RDECOM)- Armament, Research, Development and Engineering Center (ARDEC), Picatinny, NJ, 07806- 5000, is currently seeking qualified sources to manufacture triple base M31A2 propellant and PAP7993 single base propellant. SCOPE: The 155mm Modular Artillery Charge System comprises two propelling charges: the M231 charges for zones one and two, and the M232A1 charges for zones three or higher. The M31A2 is the triple base propellant for the M232A1 propelling charge and the PAP7993 is the single base propellant for the M231 propelling charge. These propellants have a FY06 basic requirement with four priced options (FY07 through FY10). The government intends to award a basic contract with one option for each year from FY07 to FY10 for both propellants. The table below shows the deliverables. The first production lot for each propellant is due 150 days after award of contract, which is anticipated to be FY06. One lot consists of 417,000 pounds of PAP7993 propellant and 330,000 pounds of M31A2 propellant. Subsequent lots are due every 45 days for PAP7993 and every 30 days for M31A2 propellant. Lots for PAP7993 propellant shall be 7-perforated cylindrical granular propellant. The web size shall be between 0.018 and 0.025 inches. The absolute density shall be between 1.5 and 1.8 g/cc. Lots for M31A2 shall be 7-perforated cylindrical granular propellant. The required web shall be between 0.040 and 0.055 inches. The absolute density shall be between 1.5 and 1.8 g/cc. Exact web sizes will be provided after the contract award. Firms with experience in the areas cited above should submit literature /brochures not exceeding 20 pages describing a summary of their company capability including a description of facility, personnel and past experience to meet this procurement requirements.
