N/A. SOURCES SOUGHT  This is not a request for proposals. Department of the Army, Defense Contracting Command-Washington, The Pentagon on behalf of the Office of the Assistant Secretary of Defense (Public Affairs) is conducting a market survey in a ccordance with the Federal Acquisition Regulation (FAR) Part 10.001 to determine the extent of Small Business participation and capability to perform a requirement for researching and developing a multi-media campaign strategy, creating an effective call-t o-action message for the America Supports You program, producing and distributing multi-media products to execute the campaign strategy, and monitoring and reporting the results of media placement efforts in accordance with Federal law and Army regulatio ns and policies. The NAICS code for this procurement is 541810; the size standard is $6.0 million dollars. Small Business contractors are encouraged to comment on the statement of work (SOW), which can be found at http://dccw.hqda.pentagon.mil/services/sole.htm. The program is identified as follows: The ASY campaign is twofold: 1) Department of Defense (DoD) wants to recognize the efforts of citizens and groups across the country who support the troops, inspire and encourage the American people to communicate thei r support for our service members and their families, and provide the public with access to ideas on how they can show their support. 2) The Department also wants those in the military to understand that the American public as a whole, even those who may n ot support the war, support the men and women who make such tremendous sacrifices to serve and protect our nation. The contractor is required to assist the Department of Defense regarding ASY in the following tasks: (1) Develop a public service advertising (PSA) campaign strategy to include a theme message, target audience(s) definitition and recommended media placement; (2) Create and produce multimedia products supporting the strategy for U.S. and overseas targeted audience components; (3) Disseminate these products to national media commercial outlets (with penetration of primary, secondary and tertiary media markets) and identified military communication outlets, and demonstrate best eff orts to encourage the use of media products as Public Service Announcements (PSAs); and (4) Monitor and periodically report on the results of the dissemination effort. Types of products and distribution outlets are listed as follows; Research-based strateg ic plan, Communications plan, Public Service Campaign plan, Creative concept development (story boards), Pre-production (rough cut) concept testing, Multimedia products for print, web and radio to support campaign strategy, including parallel products in S panish; Disseminate multimedia products to national, regional, and local community print, web and radio media outlets, and to the American Forces Radio and Television Service, the Pentagon Channel Television Service web component, the American Forces Press Service, the AmericaSupportsYou.mil website; Monitor and report on the results of the Media Dissemination effort; Insure inclusion of the ASY campaign in the Public Service Advertising Bulletin to advise trade/industry of the campaign via nationwide maili ng every two months to Public Service Directors. Capability statements should include a description of your companys creative design, production and distribution experience/capabilities for executing a nationwide PSA campaigns and that of your potential subcontractors (if available) as related to this t ype of work, your capability to obtain the necessary resources, and examples of your companys past performance and results in executing a nationwide PSA campaign.
