- Description: Special Notice Subject: Improvised Explosive Device (IED) Active Protection Systems As part of DoDs continuing efforts to accelerate the development of systems to protect our warfighters in Iraq and elsewhere, the Department is request ing that U.S. industry, laboratories, and inventors generate as many creative ideas as possible to counter the improvised explosive device (IED) threat. IEDs are one of the most lethal threats encountered by our brave young men and women in Iraq and Afgha nistan. Even as the Department is rushing to provide additional add-on armor for vehicles to help our soldiers survive an IED attack, for now and in the future, it is more effective to detect and defeat an IED before it has a chance to detonate. Last year, the Department established the Joint IED Defeat Task Force consisting of members of the Department and other government agencies to take a holistic approach to defeating the IED threat. The Task Force is working to combine synergistic affects o f non-conventional solutions, tactics, techniques, and procedures that increase the safety of our coalition forces in theater. A Technical Support Working Group and numerous government agencies are supporting the Task Force initiatives. On or around 1 February 2005, the Joint IED Task Force plans to release another Broad Area Announcement that seeks solutions from industry partners to defeat the IED threat. Specific information will be released in the Broad Area Announcement. Current an d prospective industry partners should survey the Requests for Solicitations at the following web sites: https://www.bids.tswg.gov or www.fedbizopps.gov. Use key word searches such as IED Defeat. I encourage all industry to review the Broad Area Announcements when they are published in early 2005 on the FedBizOpps and Technical Support Working Group Bids portals. If you feel you have ideas that are responsive to those requirements, please submit a proposal in accordance with those announcements. THIS IS NOT A FORMAL REQUEST FOR PROPOSALS. NO SOLICITATION OR STATEMENT OF WORK IS AVAILABLE AT THIS TIME. DO NOT SUBMIT PROPOSALS IN RESPONSE TO THIS ANNOUNCEMENT.
