Description
The purpose of this modification is to answer industry questions regarding the Broad Agency Announcement (BAA) Synopsis Solicitation No. N68335-05-R-0021. The following is provided for informational purposes. 1. Industry Question: ?All proposals submitted under this announcement should be considered government property.? Does this statement apply to the proposal and/or the concept study? (If awarded?) Government Response: Yes, the government is required to retain one copy of each proposal in the contract file. The proposals will not be released. 2. Industry Question: Does the Government intend to disclose a contractor?s concepts for others outside of the Government to see, or for others to compete to manufacture? Government Response: Yes, however proprietary information will not be released outside the Government. If the Government paid for the design effort this information will not be proprietary. Studies will be used for the development of performance specifications for future procurements of borescopes. Proprietary information will not be released however information developed or as a result of those studies, which are funded by the government, may be discussed. 3. Industry Question: Does it mean that the results, in part or in full, of the concept study cannot be used by the contractor for their own future commercial products? Government Response: No, they can use the results in future projects with no problem. 4. Industry Question: Can the Navy clarify what it means by detailed design and what the expectations are on level of detail? Government Response: The "Detailed Design" required has enough detail to prepare a performance specification for a procurement of prototype and/or production units as defined by the findings of the concept study. Report details include overall unit design and performance output, engineering specifications, and diagrams suitable for an analytical evaluation of the ability of the design to attain the goals of the BAA. 5. Industry Question: What kind of format does detail design mean, detailed performance spec vs detailed electrical schematics and or CAD drawings etc.? Government Response: The format of the detail design is a performance specification to the conclusions of the concept study. 6. Industry Question: On page 4 of the BAA in the last paragraph line item (4) ?weight: 20 Lbs. With batteries installed.? Does this 20 Lbs target refer to the system in its operational state or in its carry/transit case? Government Response: The 20 Lbs weight is for the equipment itself. This weight does not include the carry/transit case. The proposal submission date for this requirement remains unchanged.
