Description

This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number GDQ051012 is issued as a Request for Quotation (RFQ) and this solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-26 and 01-27. This solicitation is 100% set-aside for small business; the associated North American Industry Classification System (NAICS) code is 213112; the small business size standard is $10.5 Million and the associated product service code is F108.The Bureau of Land Management, Amarillo Field Office is soliciting quotations on a competitive basis from qualified organizations to enter into a firm fixed price Indefinite Quantity contract with two (2) Option Years for one (1) contract line item, the removal and disposal of liquid well gas drippings. The estimated quantity per year is 300,000 gallons. Contractor shall provide all labor, equipment, and supplies to pick up and dispose of drip liquid produced from gas wells from a centralized drip storage tank. The tank holds up to 3500 gallons. The service will be provided on an as needed basis when an authorized caller places a request with the contractor. Disposal must meet EPA standards. Price will be based on the amount of liquid removed as measured by the contractor. The contractor must be available to pick up liquids within 24 hours after the request is made by designated BLM personnel. The service is to take place at Cliffside Gas Field, 13301 Brickplant Road, Amarillo, Texas 79124 with a Base Year beginning date of January 21, 2005 through December 31, 2005. Option Year One has a beginning date of January 1, 2006 through December 31, 2006 and Option Year Two has a beginning date of January 1, 2007 through December 31, 2007. Wage Determination No. 1996-0224 State: Texas apply to this acquisition. The provision at FAR 52.212.1, Instruction to Offerors-Commercial Items, applies to this acquisition as well as the provision at FAR 52.212-2, Evaluation-Commercial Items, with the criteria being price, technical capability to meet the Government's need, and past performance; all evaluated equally. Offerors are advised to include a completed copy of the provision at FAR 52.212-3,Offeror Representations and Certifications-Commercial Items with their offers. The following clauses are also applicable to this acquisition;52.212.4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contact Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (as well as the clauses contained within 52.212-5); 52.216-22, Indefinite Quantity; 52.217-8, Option to Extend Services; 52.217-9, Option to Extend the Term of the Contract; 52.223-3 Alt. I, Hazardous Material Identification and Material Safety Data; 52.204-6,Data Universal Numbering System (DUNS) Number; 52.204-7, Central Contractor Registration, 52.223-11, Ozone Depleting Substances; 52.232.33, Payment by Electronic Funds Transfer-Central Contractor Registration, and DOI Provision 1510-52.212-70, BLM-Variation In Quantity (Services)(Deviation).
