- W15P7T-05-R-S610 Synopsis dated 01-13-2005 The US Army Communications Electronic Command(CECOM) intends to request proposal for Product Manager Robotic & Unmanned Sensors (PM RUS) requirement for the System Development and Demonstration (SDD) for a pplication as a multi-mission payload for the US Armys Extended Range/Multipurpose (ER/MP) Unmanned Aerial Vehicle (UAV). This will be a best value, full and open competitive procurement based on banded operational requirements. The contract will be for the SDD Phase and contain one range quantity production option. The contract will contain a mix of Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) line items for SSD with the Low Rate Initial Production (LRIP) option being Firm Fixed Price. The ac quisition will be a 24 month effort for delivery of 10 SDD units and their associated supportability to include: logistics, qualifications testing and training. The payload will be integrated and flight-tested in a contractor furnished test-bed aircraft prior to integration into the Army UAV system. At the completion of an Operational Assessment and successful Milestone C decision, the variable quantity option for up to 10 units maybe exercised. The Offerors will be required to establish Associated Cont ractor Agreements with the Armys ER/MP vendor. The ER/MP UAV platform is a weapons-capable UAV primarily used in reconnaissance, surveillance, target acquisition (RSTA), and command, control, communications and intelligence (C3I) roles in support of the corps/unit of employment (UE) and below. The E R/MP EO/IR/LD payload will be one of three initial payloads, the other two being a Synthetic Aperture Radar/Ground Moving Target Indicator (SAR/GMTI) payload and a Warfighter Information Network Tactical (WIN-T) communications payload (WCP). Further inf ormation regarding the ER/MP system is available in the ER/MP system technical requirements document. While functioning on board the platform, the ER/MP EO/IR/LD payload will provide battlefield commanders with a day/night imaging sensor and laser designator for reconnaissance, intelligence, surveillance, target acquisition, and target designation. The pa yload must operate day and night, detect and recognize operationally-meaningful targets at survivable standoff ranges, determine range-to-target, autotrack and designate targets for precision-guided standoff weapons, provide target-location coordinates, an d display continuous high-resolution imagery to the battlefield commander. The ability to provide such a capability to the supported commander will greatly increase battlefield effectiveness. The ER/MP EO/IR/LD payload shall have adequate on-board process ing to perform autotracking, designation, and to support the transmission of near-real-time motion imagery to the UAV ground control station (GCS) via the provided digital data link. Best Value criteria include meeting the objective capabilities that will be outlined in the RFP. These include improved capability for the EO/IR/LD; a development path for reduced weight, volume and power and power requirements; improvements in target loc ation accuracy; and increased detection/recognition ranges. It is anticipated that a Request for Proposal (RFP) will be issued on or before 28 January 05, with contract award anticipated within the 3rd quarter of FY 05. In order to propose on Solicitation W15P7T-05-R-S610, Offerors will or may need access to documents Classified as SECRET. In order to receive these documents, a list of contractors, who have certified they possess Facilities for receipt and storage capabil ity of SECRET documents will be compiled by the Contracting Officer. Therefore, if you wish to be included on this list of contractors, you must certify that your company has a SECRET Facility and SECRET Storage Capability. The Cage Code and addresses for these facilities must be provided to the Contracting Officer prior to issuance of the solicitation. Email thi s information to the Contract Specialist, Donald.Croes@mail1.monmouth.army.mil .You must also provide the name and address of your respective Security Officer, who will be in receipt of these documents. Once this information is received by the Contracting Officer and confirmed by the appropriate Government Office, you will be placed on the list of authorized offerors to receive the SECRET Documents for this Solicitation. The Requiring Activity will forward the SECRET documents directly to the authorized off erors. The SECRET documents will or may be issued on or about the same time of posting of the Solicitation on the IBOP.
