Description
The Olympic National Forest, Washington, has a requirement for the construction of two bridges and three arch culverts for fish passage structures. The total budget amount for the five projects is $1,046,590.00. The projects, listed in order of highest priority to lowest priority, are; Tributary to the Middle Fork Salmon River Fish Passage (Culvert Replacement); Stevens Creek Bridge; Newbury Creek Culvert Replacement; Tributary To North Fork Calawah I (Bridge) and II (Culvert Removals); and Gold Creek Road Decommissioning & Conversion to Trail. The Government is prepared to proceed with the issuance of five solicitations, Request for Proposal (RFP), restricted to HUBZone small business concerns, except Newbury Creek Culvert Replacement, which is a total small business set-aside. Each contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the Government. It is anticipated that five contracts may be awarded. If funds are not sufficient to award contracts for all five projects, contracts will be awarded, which in combination, provide the best value to the Forest Service. This is the pre-solicitation notice for the Gold Creek Road Decommissioning and Conversion to Trail project. This procurement is a HUBZone small business set-aside. If an acceptable offer is not received from a certified HUBZone small business concern, offers from non-HUBZone small business concerns will be considered. Non-HUBZone small business concerns may submit offers on, or before, April 15, 2005. Offers will be evaluated on; price; experience; and past performance. This project consists of decommissioning 14.4 kilometers of road, including but not limited to; riprap placement; dewatering; culvert removals; crossditch construction; sidecast removal; clearing and grubbing; out-sloping roadways; trail construction; stream simulation; and erosion control. This solicitation has a base quantity and two option quantities. This project is located on the Hood Canal Ranger District of the Olympic National Forest, Sections 9, 10, 15, 16, 17, 21 & 22, Township 28 North, Range 03 West, W.M., near Sequim, Washington. Project may be reached by traveling 2.5 miles southeast from Sequim, on U.S. Hwy. 101, to Palo Alto Road (milepost 267.4 on Highway 101). Turn right onto the Palo Alto Road (County Road 5331) and travel 4.3 miles to the junction with Forest Road 28. Travel on Forest Road 28 for 7.8 miles to the junction of Roads 28 & 2810 and the beginning of the project. The estimated start work date is August 06, 2005. The in-stream work window is from August 6th to September 30th. Construction is permissible between 2 hours after sunrise to 2 hours before sunset, from August 6th to September 15th. There are no time restrictions from September 16th to 30th. Construction is permissible, if weather allows, between October 1st and February 28th. The contract completion date is October 15, 2006. The Government estimate is between $250,000 and $500,000. Performance and payment bonds are required for this project. The proposed contract type is firm fixed-price. The applicable NAICS is 237310; Highway, Street, & Bridge Construction. The tentative date for release of the solicitation is on, or about, February 07, 2005. Offers are due on April 15, 2005. All responsible sources may submit an offer, which shall be considered by the agency. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
