- ITEMS: Shirts, Women?s and Men?s Special Measurement Sizes PDM 1: Shirt Women?s AG 415, Short Sleeve, Tuck-in PDM 2: Shirt Men?s Poly/Cotton, L/S, with Epaulets, AF NSNs: PDM 1: 8410-01-414-6979 and PDM 2: 8405-01-212-7428 SPECIFICATIONS: PDM 1: CID-A-A-55283 dated 31 Aug 1995, Pattern dated 21 July 1999 PDM 2: MIL-S-87214B dated 20 Nov 1992, Pattern dated 3 Feb 1988 Subject solicitation is for a requirements type contract for a ?prime vendor? to provide 30 different Special Measurement Shirts, both Men?s and Women?s, for all services (Army, Navy, Air Force, Marines, Coast Guard). This will be a ?Made-to-order? contract with sizes based on individual?s measurements and shirts made in accordance with the appropriate military specifications or commercial item descriptions. Offerors should have experience in making some or all of the 30 military shirts in stock sizes and special measurements. Quantities vary for each shirt with zero (0) as the minimum for all styles. Maximum quantities range from 20 each to 5,200 (for the Air Force Men?s L/S). Delivery is based on ordering customer?s destination ? 7 days after receipt of order for shipments to Recruit Training Centers, and 14 days after receipt of order for all other customers. Contractor is required to make items according to spec and customer?s measurements: design, grade, and nest patterns for each item based on current specifications and customer?s measurements; deliver in designated timeframes; receive and transmit documents via EDI; provide for a one-for-one replacement of defective items. Government Furnished Material (GFM) will be provided for the following materials only: AF 1550 poly/cotton, MC 2122 poly/wool, and Navy Blue 3346 poly/wool. All other materials are to be contractor furnished. This is an unrestricted acquisition. In addition to the base-year term of 1 year, four 1-year option terms are included. Two (2) Product Demonstration Models are required based on specific individuals? measurements that will be provided in the solicitation. In addition, technical proposals are required with the following information: Past Performance, and Product Requirements Plan. Complete details are in the solicitation. Solicitation will be issued on or around February 7, 2005 for a 30-day period. If a pattern/specification is needed, a request should be placed via DSCP C&T electronic spec/pattern ordering system. DSCP has developed a web-based system that allows manufacturers the ability to request specifications, patterns, and drawings on our contracting page http://ct.dscp.dla.mil/Contracting/. DO NOT contact the contract specialist to request specifications or patterns. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Important Note on Foreign Content The defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DOD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
