Description
The Naval Surface Warfare Center Panama City (NSWC PC) intends to award a sole source, indefinite delivery, indefinite quantity (IDIQ) contract to Sikorsky Aircraft Corporation (SAC), 6900 Main Street, Stratford, Connecticut, for engineering services in support of the modification of the MH-60 helicopter to incorporate Airborne Mine CounterMeasures (AMCM) capabilities. The overall purpose of this effort is to: 1)Develop modifications for the tow coupler in the MH-60 Automatic Flight Control System (AFCS) 2)Develop, test, and evaluate the tow coupler AFCS modification 3)Develop Engineering Change Proposals (ECPs) to incorporate AMCM capabilities into production aircraft, both forward fit and retrofit 4)Develop, test, evaluate, and deliver AMCM production hardware and software 5)Provide aircraft test pilots, ground maintenance crew, maintenance and flight test hours to conduct testing and evaluations 6)Identify and purchase aircraft instrumentation required for testing 7)Provide engineering, technical, and support services in support of AMCM system development, integration and testing This acquisition is unsuitable for full and open competition for the following reasons: SAC is the original equipment manufacturer (OEM) of the MH-60 helicopter and is the only source of these helicopters. As such, only SAC has the expertise, technical data, equipment and experienced personnel to successfully and safely modify and flight test the aircraft in a new configuration as well as develop the production level design changes to forward fit and retrofit the MH-60 aircraft with the AMCM capability. This is a follow-on contract to N61331-00-D-0028 for the acquisition of engineering services for continued development of a major system or highly specialized equipment, including major components thereof, within the exact meaning of FAR 6.302-1(a)(2)(ii). Use of any other vendor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. There are no other possible sources that can satisfy this requirement wi! thout significant additional cost, significant schedule risk and significant technical risk to the Government. Note 22 applies.
