Description
National Park Service - Mount Rainier Park and North Cascades National Park located in Washington State. This is a Sources Sought Market Survey to identify potential qualified rotor wing aviation operators capable of providing on-call helicopter services for Search and Rescue (SAR) operations for the National Park Service, Mount Rainier National Park and North Cascades National Park within the state of Washington. Flight services will be fully contractor operated and maintained. Operators will be required to be certificated under 14 CFR, Part 135, Air Taxi Operators & Commercial Operators and Part 133, Rotorcraft External-Load Operations. Background: The National Park Service has a requirement for year round on-call helicopter services to support their SAR operations for the two parks. Typical altitude ranges from sea level to 12,000 feet. Typical terrain includes high mountains and glaciers and may include snow landings. Types of work to be performed include; low-level (less than 500 feet above ground level) reconnaissance flights, short-haul, slingload operations, toe-in step-out landings, as well as annual short-haul training for National Park Service employees located at North Cascades National Park. Although not a requirement, it is desirable that the helicopter operator provide a rescue litter. Aircraft will not be used for interagency fire operations. Historically the Parks experience two to seven aerial SAR events per year for both Parks combined. Available funding for SAR air operations is $12,000 per year. The Parks have a cooperative agreement with the Oregon Army Reserves National Guard to provide services in the event that a commercial operator is not available. Due to the emergency nature of the SAR operations, operators base of operations shall be located within a flight time distance of 90 minutes to either Park in order to fulfill adequate response times to individual missions.
