Description
NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments fr om the internet after solicitation issuance. Description of Work: Project consists of constructing two concrete aircraft parking spaces with adjacent asphalt shoulders: constructing a 30 feet wide concrete road; constructing a water line to serve the new aircraft parking spaces; and, installing aircraft edge lighting and high mast lighting. The project is located near the South end of the runway, North of taxiway K on Lawson Army Airfield, Fort Benning, GA. The new road will connect the new hazardous c argo pads to the existing munitions storage facility. The concrete pavement consists of approximately 24,500 square yards of 14 thick pavement. Options will be included in the contract. The project will be solicited and procured using a Performance Pri ce Trade-Off (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. Award will be made to an offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. Price is equal in importance to all technical factors when combined. Weight among technical factors: Fa ctor 1  Corporate Relevant Specialized Experience. This factor is more important than factor 2. Factor 2  Construction Past Performance. This factor is more important than factor 3. Factor 3  Management Effectiveness. The estimated cost range of pr oject is from $1,000,000 to $5,000,000. Network Analysis System will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation will be is sued in electronic format only and will be available on or about 21 Jan 05. Notification of amendments will be through use of the Internet. Proposals will be due on or about 22 Feb 2005. No additional media (CD-ROM, floppy disks, faxes, etc.) will be pro vided.
