Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; offers are bei ng requested and a full copy of written solicitation, (i.e. Bid Price Schedule and Attachments) can be obtained by contacting the following individuals via email only: Mary R. Hazel, Contracting Officer, email mary.hazel@stewart.army.mil or Retha M. Barro n, Contract Specialist, email retha.barron@stewart.army.mil. The North American Industry Classification System (NAICS) is 484210 and the small business size standard is $21.5 million. This requirement is 100% set-aside for small business. The Army req uires a service contract for Move, Store, and Setup of Furnishings in Troop Barracks, Fort Stewart, GA. The work covered under this section consists of furnishing all plant, labor, transportation, equipment, appliances, and supplies, and performing all o perations in connection with the accomplishment of : 1) Moving of furnishings from three man living quarters, dayrooms and laundry rooms in Troop Barracks, 2) Cleaning of refrigerators and microwaves, 3) Removing and installing of mini blinds, 4) Rem oving, cleaning and installing window curtains, 5) Installing shower curtains, 6) Sanitizing mattress, 7) Installing mattress covers, 8) Storage of furnishings and appliances, 9) Reinstalling and setting up of furnishings in Troop Barracks, in bui ldings or portions of buildings listed on or added to task orders (i.e., specified schedule) issued under this contract. The following specific tasks will be required: Scheduling: Call Numbers and or Task Orders shall serve as a guide for work scheduling for services performed each time a building is serviced. Contractor must be able to begin moving furnishings into storage area or back from storage areas within a 48 hour notification. The Government reserves the right to order any of the referenced line i tems on singular basis with a maximum response time of 12 hours. The Government reserves the right to add to or take away Buildings from the list of buildings listed in Technical Exhibit 1 of the PWS. The Contractor shall prepare a work schedule for serv ices to be performed. This schedule shall be approved by the Contracting Officers Representative. Each work day the Contractor shall submit to the Contracting Officers Representative a copy of this schedule showing the work to be performed that day in designated buildings. The copy furnished to the Contracting Officers Representative shall be dated and signed by the Contractor or his superintendent. Moving of furnishings from Troop Barracks: Furnishings will be moved from 1st, 2nd and 3rd floor, 3 m an rooms. Furnishings may be moved to a storage area, landfill, dumpster, warehouse or other building or floor. Furnishings to be moved will be identified by the DPW Property Book Section or the COR. Furnishings from 1ea three man rooms will consist of: 3ea single beds with mattress, 3ea pillows, 2ea wooden wall lockers, 2ea night stands, 2ea night stand lamps, 3ea dressers, 2ea arm chairs, 1ea refrigerator, 1ea microwave, 1ea dehumidifier. Moving and Setting Up of furnishings into Troop Barracks: Fu rnishings will be moved and set up in 1st, 2nd and 3rd floor, 3 man rooms. Furnishings may be moved from storage areas, warehouses, transfer trucks or another floor or building. Furnishings to be moved into the Troop Barracks shall be cleaned of all dirt , mold, mildew, dust, food, cobwebs, gum, stickers, nails, tacks or other foreign material. Setting up of furnishings shall is directed by the POC from the DPW Property Book Office or the COR. Extra care must be taken to the floors and walls during movin g of furnishings. Moving of furnishings from the Day Room of the Troop Barracks: Furnishings will be moved from Day Rooms on the 1st floor of Troop Barracks. Furnishings may be moved to a storage area, landfill, dumpster, warehouse or other building. Furnishings to be moved will be identified by the POC from the DPW Property Book Office or the COR. Furnishings from a Day Room may consist of: Refrigerator, M icrowave, Pool Table, Wide Screen TV, Card Tables, Chairs, Lamps, End Tables, Plants w/stands, Stereos, Game Tables, etc. Moving and Setting Up of furnishings in Day Rooms in Troop Barracks: Furnishings will be moved into Day Rooms on the 1st floor of Tr oop Barracks. Furnishings may be moved from storage areas, warehouses, transfer trucks, or other buildings. Furnishings to be moved into the Day Rooms shall be cleaned of all dirt, dust, food, cobwebs, gum, stickers, nails, tacks, or other foreign materi al. Setting up of furnishings shall be directed by the POC from the DPW Property Book Office or the COR. NOTE: Extra care must be taken to the floors and walls during moving of furnishings. Moving of Appliances from Laundry Rooms. Appliances will be d isconnected and moved from the Laundry Room of the 1st floor of Troop Barracks. Appliances may be moved to storage areas, landfill, dumpsters, warehouse or other buildings. Appliances to be moved will be identified by the POC from the DPW Property Book S ection or COR. Appliances may consist of: 8ea Washers, and 8 ea Dryers. Moving and Connecting of Appliances into Laundry Rooms: Appliances will be moved, set up and connected to the water, drain, vents and electric in the Laundry Room in the 1st floor of the Troop Barracks. Appliances may be moved from storage areas, warehouses, transfer trucks or another building. Appliances to be moved into the Laundry Rooms of the Troops Barracks shall be cleaned of all dirt, dust, food, cobwebs, gum, stickers, and other foreign material. Setting up of Appliances shall be directed by the POC from the DPW Property Book Office or the COR. NOTE: Extra care must be taken to the floors and walls during moving of appliances. Cleaning of refrigerators and microwaves be fore storage. Refrigerators and Microwaves shall be unplugged, defrosted and wiped clean. Removed all food particles, mold, mildew and clean thoroughly on the inside and outside to include doors, door gaskets, sides, top, and area around coils to the ref rigerator and microwave. Clean and replace drain pan to refrigerator. Set an absorbent packet inside the refrigerator before closing the door and put into storage. Remove old Mini Blinds. Remove mini blinds from the windows in the Troop Barracks. Min i Blinds may come from Troop three man rooms or Day Rooms. Mini Blinds will be taken to the dumpsters. Install Government Furnished Mini Blinds. Install Government Furnished Mini Blinds in the window in the Troop Barracks. Mini Blinds may be installed in Troop three man rooms or Day Rooms. Mini Blinds will be furnished by the POC from the DPW Property Book Office or the COR. Install Government Furnished Shower Curtains. Contractor shall install Government furnished shower curtains in the bathrooms of Troop Barracks. Shower curtains will be furnished by the POC from the DPW, Property Book Office or the COR. Install Government Furnished Mattress Covers: Contractor shall install Government furnished Mattress covers in the Troop Barracks. Mattress covers will be furnished by the POC from the DPW, Property Book Office or the COR. Sanitizing of Mattress. Contractor shall Sanitize Mattress using the comprehensive approach consisting of a high powered vacuuming treatment combined with UVC germicidal lights and an anti allergen sanitizing spray that is not harmful to humans or pets. Removal of Window Curtains. Contractor shall remove window curtains from the windows in the three man quarters and from the day rooms of the Troop Barracks. Contractor s hall put the curtains in a plastic bag for transport to the cleaners. Curtains to be sent to the cleaners will be identified by the POC from the DPW, Property Book Office or the COR. Dry Cleaning of Window Curtains. Contractor shall dry clean window curtains identified by the POC from the DPW, Property Book Office or the COR. Contractor shall insure that cleaned window curtains are in plastic cleaner bags whe n put back in the rooms. Install Window Curtains. Contractor shall install window curtains in the window of the two man quarters and in the day rooms of the Troop Barracks. Curtains may come from storage or furnished by the POC from the DPW, Property Book Office or the COR. Sto rage of Furnishings. Contractor shall store furnishings from the two man quarters, day rooms and laundry rooms. Contractor shall insure that no damage is done to the furnishings while in storage. Storage area shall be dry and free from water, dampness, insects, and dirt. Contractor shall insure storage area is secure and safe. Contractor must insure the furnishings can be picked up for deliverers to the Troop Barracks within a 48 hour notification. Outside Area. Keep all trash and debris picked up (w ithin 50 feet) of the building or work site at all times during the performance of this contract. Sweep/Rake and clear all debris from around outside building, stairwell, and parking lot at the completion of each building. Miscellaneous. Remove all con tractors personal items and equipment before final inspection. Task Orders. This shall be a Blanket Purchase Agreement (BPA). Service shall commence on or about 01 February 2005 or no later than 10 calendar days after receipt of contract award. The fol lowing clauses are hereby incorporated by reference.
