Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PRE-QUALIFY VENDORS. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The United States Senate Office of the Sergeant at Arms (SAA) requires a commercial-off-the-shelf (COTS) Continuity of Operations (COOP) Plan Management System to manage existing COOP plans. The system shall enable existing COOP plans to be maintained, updated and distributed. The system must also support the creation of new COOP plans and provide the functionality to manage the interdependencies of organizations, business functions, people, and resources, with an emphasis on "continuity" during a crisis as opposed to "recovery" from a crisis. MANDATORY REQUIREMENTS: The Contractor shall provide: a) the procurement and implementation of a COTS COOP Plan Management System that is Web-based; b) technical support to implement the system, testing and implementation of interfaces to import/convert/load existing COOP plans into the system; c) documentation and training to management, technical staff and end-user staff; d) customer support through a ?HELP? desk or other similar facility to assist with operation of the system; and e) customization to the baseline COTS package. The COOP Plan Management System shall a) be a commercial off-the-shelf (COTS) web-based COOP Plan Management System not a Document Management System; b) be hosted by the Senate; c) organize and maintain existing COOP plans and manage all electronic COOP documents; d) incorporate/convert data from existing COOP plans; e) create new COOP plans; f) support MS Explorer 5.5 and be able to support Internet browser upgrades such as MS Explorer 6.0.; g) provide security via user types based on permission assignment; h) provide the capability for electronic signature; i) provide on line updating of COOP plans; j) provide e-mail notifications of activities to a notification list; k) provide hyper-linking of documents and other file types; and l) provide multiple search features. The SAA invites all qualified sources to respond to this sources sought announcement. Responses to this sources sought request are due to the POC no later than January 18, 2005 at 12:00 Noon EST and must be submitted electronically via e-mail to acquisitions@saa.senate.gov. Response shall not exceed ten (10) pages. The subject line of the email message should be COOP Management System 2005-S-029. Responses must contain: 1) General Information about your firm: a) Company Name: b) Address: c) Point of Contact: d) Telephone Number: e) E-mail address: f) DUNS Number: and g) Tax ID Number; 2) A discussion of your COTS COOP Plan Management System product and your firm?s experience and ability to provide implementation, customization, training, and support for the product; and 3) Three past performance contract references demonstrating your firm?s experience with implementation, training, maintenance and support of the COTS COOP Plans Management System product. The past performance references must provide: a) Name of the Customer/Company; b) Name and phone number of the primary contact with Customer/Company; c) Brief description of contract; and d) Contract value (total). Access to information in any files attached to the response is the responsibility of the submitting party. The SAA is not responsible for any failure to access information. Only pre-qualified Vendors will be permitted to submit proposals. The information supplied in response to this sources sought notice will be used to pre-qualify Contractors that will be invited to submit proposals. Vendors responding to this sources sought notice and deemed qualified by the SAA will be placed on a solicitation mailing list. Two Contractors have been pre-qualified: Strohls Systems ?Living Disaster Recovery Planning System Software? and SunGard ?Paragon Software?. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in February 2005. TELEPHONE OR E-MAIL REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED. THE SENATE OR THE SAA WILL NOT BE RESPONSIBLE FOR ANY COSTS FOR THE PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT ANNOUNCEMENT AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR U.S. SENATE.
