Description
The proposed contract action is for supplies or services for which the Naval Medical Center San Diego intends to solicit with only one source, Electron Microscopy Service, ultrastructural research under the authority of FAR 6.302. Interested contractors/persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotations. However, all quotes received by January 7 2005, 3:00 p.m., Pacific Standard time, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number, N00259-05-T-0010 is issued as a request for quotation (RFQ). Clin 0001. Non-personal services for a ultrastructural research for the period of January 16, 2005 through Septemberl 30, 2005 for 667 hours @ $_____ hr = $ _____. The duties to be performed shall be in accordance with the statement of work, (SOW). The services and duty hours will be performed at Naval Medical Center San Diego, Clinical Investigation Department. STATEMENT OF WORK STATEMENT OF WORK FOR ELECTRON MICROSCOPIST 1.0 INTRODUCTION: The Department of Defense Spatial Orientation Center of Naval Medical Center, San Diego staff conducts ongoing projects in auditory and vestibular research. 2.0 SCOPE: Contractor will provide services as electron microscopist responsible for electron microscopy (EM) studies including biological specimen processing, sectioning, imaging and quantification in support of DOD Spatial Orientation Center?s (DSOC) research investigating noise-induced damage and effect of chemical toxins on the biology of the inner ear and the treatment and reversal of inner ear injury. Work also includes the micro-chemical assessment of the inner ear utilizing electron energy loss spectrometry (EELS) analysis. In addition the contractor will be responsible for the operation and maintenance of the Carl Zeiss, model 902 Electron Microscope, which is located in the Clinical Investigation Department, NMCSD. 3.0 TECHNICAL REQUIREMENTS: 3.1 Utilizes microtechniques, specimen preparation, staining techniques, reagents, and buffers to further characterize cellular damage in animal model systems. Uses primary and secondary fixation methods, routine and specific ultrastructural chemical staining procedures, ultrastructural processing with microtomes of prepared tissue specimens from animal models, and including the application of photomicroscopy and image analysis to describe the mechanisms involved in chemical and traumatic inner ear cellular injury and death. Applies cell counting techniques including point counts and nuclear fractionation methods to quantify cell differentiation (types) and number of cell types. Manages and directs all activities involving tissue preparation for ultrastructural study and the operation and maintenance of the DSCO?s electron microscopy laboratory. 3.2 Directly interacts with investigators and clinicians of the DSOC research staff providing technical guidance, consultation and EM support in areas of expertise. Discusses ultrastructural methodologies, technologies and possible solutions with recommended courses and plans of action to improve experimental results of inner ear research. 3.3 Contractor will provide electron microscope analysis of biological specimens including EELS analysis, instruction and the operational care of the Carl Zeiss,Inc. model CEM 902 Electron Microscope for a total of 667 hours of research support. 3.4 Payment will be rendered on a monthly basis for completed services as inspected and accepted by the GPOC (as decribed in Section 6.3). Contractor is responsible for submitting invoices via the Wide Area Work Flow (WAWF) for services rendered (see 6.3). A time sheet (recording hours completed and signed by contractor) will be submitted to GPOC for review prior to payment. 4.0 GOVERNMENT ?FURNISHED PROPERTY/MATERIAL: NMCSD will provide laboratory space, chemicals, equipment and necessary materials to perform task. 5.0 TRAVEL: N/A 6.0 OTHER: N/A 6.1 SECURITY: No security clearance is needed for contractor. 6.2 PLACE OF PERFORMANCE: Contractor will work 100% of time in the Electron Microscopy laboratory in the Department of Clinical Investigation at Naval Medical Center, San Diego. 6.3 INSPECTION AND ACCEPTANCE: Coordinates work plan with the Government Point Of Contact (GPOC) consisting of an outline if overall objectives, resources available, and goals related to complex non-standard ear research studies. Contractor is responsible for electron energy loss spectrometry (EELS) and transmission electron microscopy (TEM) ultrastructural research support. Work is reviewed by GPOC for adequacy of method, completeness, scientific importance, and for applicability to DOD Spatial Orientation Center?s (DSOC?s) research objectives. Contractor must be registered on CCR and presently participating in the Wide Area Work Flow (WAWF). All invoices will be submitted through electronic invoicing with certification of work performed by the government WAWF acceptor, then through the NMCSD Receipt Control and finally paid by electronic funds transfer (EFT) via DOD Finance and Accounting System on a 30-day pay cycle. Commercial Items (JAN 2004), the following factors shall be used to evaluate offers: 1 Technical Capability. Defined as ?as an assessment of the prospective contractor's key management personnel to determine if they have the basic knowledge, experience, and understanding of the requirements necessary to produce the required product or provide the required service,? must specifically address a management plan in adequately staffing the task order effort with individuals who meet the qualifying knowledge, skills, abilities, experience, and other special standards reflected in Section -------- of the Statement of Work (SOW). 2. Contractors who do not meet the first 2 factors will not undergo a price evaluation. The Government will review the resumes of contractor employees to ascertain their qualifications relative to the required personnel qualifications. Accordingly , the contractor shall furnish resumes for evaluation. . Prior to Contract Award, the government reserves the right to review the resumes of contractor employees performing under the contract solely for the purpose of ascertaining their qualifications relative to the personnel qualifications terms of the contract. Accordingly, the contractor shall furnish such resumes and all professional requirements as stated in the Statement of Work (SOW) to the Purchasing Agent along with their quote.
