- The West Virginia National Guard intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for the design and construction (design-build) of Project # LBHY009132, Title: Construct Fire/Crash/Rescue Station at Yeager A irport for the 130th AW in Charleston, West Virginia. This project is to provide design and construction of a 20,600 square foot facility to house staff and equipment of a fully functional, 24-hour, fire crash/rescue department. Design and construction s hall comply with the specifications and requirements contained in the RFP. The anticipated contract performance period for design and construction is 365 calendar days after receipt of Notice to Proceed (NTP). The estimated price range is between $1,000,0 00 and $5,000,000. This procurement is being solicited in accordance with FAR Part 15 using the two-phase design build selection procedures authorized by FAR 36.3. The Phase One solicitation issue date is on/about February 7, 2005. Phase One proposal clo sing date is on/about March 9, 2005. Phase One, evaluation factors include, but are not limited to the offeror and offerors team past performance, basic technical approach and capability information. Price is not required with Phase One proposals. Follow ing the review, evaluation, and rating of these proposals, the Government intends to select three, but not to exceed five, of the highest rated contractors to receive Phase Two technical requirements RFP. Offerors selected to participate in Phase Two will be publicly announced. Phase Two evaluation factors include but are not limited to, Price, Technical Data requirements, Management Plans and a comprehensive design and construction Schedule. Award will be unrestricted and is being made pursuant to the Sm all Business Competitiveness Demonstration Program (Ref: FAR 19(c)(2). Notice of Price Evaluation Preference for HUBZone Small Business concerns in accordance with FAR 52.219-4 is applicable. The North American Industry Classification System (NAICS) Cod e is 236220 and the Size Standard for Small Businesses is $28.5 million annual receipt for the past 3 years. A Small Business subcontracting plan will be required of a large business offeror who is selected to propose in Phase Two and must be submitted wit h the Phase Two offer. There will be a Pre-proposal Conference on/about February 17, 2005, 1:00 pm local time at the 130th Air Base, Charleston, WV. Interested contractors are encouraged to attend and shall follow conference registration and base access re quirements shown in the solicitation. A site visit will follow the pre-proposal conference. ALL questions for the pre-proposal conference must be submitted using Pre-Proposal Inquiry Form (Exhibit F) by February 15, 2005 via email (preferred) to p&cwv@wv. ngb.army.mil or fax 304-473-5008. Directions and instructions for entering the base will be provided in the solicitation package. The solicitation package will be issued via the web only. All amendments, site visit minutes and questions will be posted on the web. There is no charge for the plans and specifications, which will be available through the following internet site http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp at the time of the issuance of the Phase Two solicitation am endment. All contractors and subcontractors interested in this project must register at the site. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) http ://www.ccr.gov/ , or CCR Information Center at 1-888-227-2423, and the Federal Technical Data Solution (FedTeDS) https://www.fedteds.gov/ in order to view or download the plans or drawings from the web site, which will be available at the time the Phase T wo solicitation is issued. To be eligible for contract award, a firm must be registered in the CCR. This solicitation is not a competitive bid and there will not be a formal public bid opening.
