- NASA/SSC has a requirement for Management of the Louisiana Research Consortium (LRC) for engineering and scientific research services at the John C. Stennis Space Center, Stennis Space Center, MS. Management of tasks conducted under the LRC will include areas such as acoustics, image analysis, geographic information systems, computational fluid dynamics, polymers/ceramics, electron microscopy, microelectronics, micro-electro-mechanical systems (MEMS), magneto-hydrodynamics, diagnostic instrumentation, advanced signal processing, communications emerging technologies, computational sciences and computer architecture, knowledge systems, finite element analysis including thermal stresses, fluid-solid interactions, advanced process control theory, workforce development and other computational, scientific, and engineering areas associated with the technical and educational missions of NASA and the agencies eligible to engage in this contract mechanism. NASA/SSC intends procure the aforementioned on a Sole Source Basis from The Louisiana Board of Regents (LA BOR) which will provide these services under the auspices of the Louisiana Research Consortium (LRC). This is a sole source procurement being conducted under the statutory authority permitting other than full and open competition, FAR Part 6.302-3 and 10 U.S.C. 2304 (c)(3), entitled: Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. An approved Justification for Other Than Full and Open Competition is included in the official contract file. The NAICS Code and Size Standard are 541710 and 500 employees, respectively. This will be a Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five (5) year period of performance. The Government intends to acquire a commercial item using FAR Part 12. See note 22. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
