Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this solicitation is FA4803-05-Q-A029 and is issued as a Request for Quotation. THIS SOLICITATION IS 100% SET ASIDE SOLELY TO SMALL BUSINESSES, CONTRACTING WILL NOT ENTERTAIN ANY QUOTES FROM ANY LARGE BUSINESSES. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26, Defense Acquisition Regulation Supplement (DFARS) DCN 20041215, Air Force Acquisition Circular 2004-1209. The North American Industry Classification System is 333912. The small business size is 500 employees. Only one contract will be awarded and it will contain two Contract Line Items (CLINs). The requirement for CLIN 0001 is for quantity 2, 19.2 SCFM, 6000 PSI, 15 HP, 230 VAC, 50 HZ, 3-Phase, UNICUS III, SCBA recharging station with optional CO monitoring wired for alarm, panel mount remote fill hose connection and 2 each additional cylinders. Fisher Scientific Company Part # UNII19HE3/50H OR EQUAL. CLIN 0002 is for quantity 2 each, Complete Calibration Kit for BRTHR Box, Fisher Scientific Company Part # 19806330, OR EQUAL. NOTE: ANY OFFER SUBMITTED AS AN OR EQUAL MUST INCLUDE REQUIRED DOCUMENTATION IN ACCORDANCE WITH FAR PART 52.211-6 Brand Name Or Equal. FOB Point: Destination to USCENTAF/LGSO 611 Lark Road Bldg 1940 Shaw AFB SC 29152. The following addenda is provided to this provision: The Contractors response to the Request for Quotation should be submitted and shall contain the following information: SOLICITATION NUMBER; NAME; ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; QUANTITY, UNIT PRICE; TOTAL DOLLAR AMOUNT, ANY DISCOUNT TERMS, AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS. Submissions must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification. Quotes shall also contain all other documentation specified herein. Offerors that fail to furnish the required information, or reject the terms and conditions of the solicitation may be excluded from consideration. EVALUATION/AWARD: IAW FAR 52.212-2, Evaluation-Commercial Items, the government will award a purchase order resulting from this solicitation based on price and delivery in that order of preference. Price must include any shipping charges. All offerors MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTERATION (CCR). Information registration requirements maybe viewed via the Internet at http://www.ccr.gov/ or by calling the CCR Registration Center at 1-888-227-2423. Offeror shall be registered in Wide Area Workflow via the Internet at https://wawf.eb.mil/ for invoicing. The following listed FAR clauses apply to this solicitation and are incorporated by reference. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation. FAR 52.219-6, Notice of Total Small Business Set-Aside; Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer by mail or otherwise furnished to the successful offeror results in a binding contract. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal Holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
