Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is BOC5-37974 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular FAC 01-25, as well as the terms and conditions of FAR 52.212-1 through FAR 52.212-4. The associated North American Industrial Classification System (NAICS) code for this procurement is 813910. However, this requirement is a [Small Business] set-aside and all qualified offerors may submit a quote. The U.S. Census Bureau anticipates awarding a firm fixed-price commercial items contract as a result of this solicitation. The anticipated period of performance is six months from date of award. The solicitation pricing will start on the date this solicitation is posted and will end on January 14 , 2005 at 3:00 p.m. Eastern Time. For this solicitation, the U.S. Census Bureau is seeking a contractor to successfully plan and coordinate a conference on Meeting Data User’s Needs to be held late April/May of 2005 for 50 to 70 people within the Washington D.C. Metropolitan Region. The contractor shall successfully document the preceedings. The contractor shall compile the information from the conference, evaluate it, and provide written recommendations for enhancing the population estimates program. The contractor is responsible for editing and publishing a final report. The following are objectives to be accomplished. Objective 1 – SECURE MEETING ACCOMMODATIONS AND PROVIDE MEETING SPECIFICS WITH HOTEL The contractor shall: · Secure hotel meeting space for late April/May, identify all meeting needs to the hotel (i.e. audio/visual equipment, sufficient seating arrangements, break refreshments, lunch) · Provide participants with lodging and other travel related information. Objective 2 – WORK WITH CENSUS BUREAU STAFF TO COORDINATE MEETING AGENDA TOPICS The contractor shall develop an agenda that: · Incorporates the needs identified and documented during the Census fall meeting. · Identifies both methodological and data source topics to be addressed. Objective 3 – INVITE PRESENTERS, DISCUSSANTS, AND OTHER GUESTS The contractor shall have knowledge of: · Estimates methodology. · Data sources. · Use of administrative records. · The use of estimates in both the public and private sector including government funding, city/regional planning. · Identify appropriate persons from all levels of government, the private sector, and the research arena. Objective 4 – COORDINATE TRAVEL ARRANGEMENTS FOR OUTSIDE PARTICIPANTS The contractor shall make arrangements for: · Providing hotel information to participants. · Provide information regarding local travel, i.e. subway, taxi, rental car. Objective 5– DOCUMENT THE PROCEEDINGS, DRAFT A REPORT FOR REVIEW, AND PUBLISH A FINAL REPORT The contractor shall: · Document the proceedings. · Draft a report incorporating the proceedings. · Provide an evaluation and recommendation to the US Census Bureau in the report on what steps to take. · Prepare and publish a final report. A commercial items contract will be awarded to the responsible small business offeror whose quote, conforming to the solicitation, is the most advantageous to the Government based on evaluation of technical factors, past performance, and price. Technical and past performance, when combined, are significantly more important than price. Offerors must be registered in the Central Contractor Registration (CCR, at www.ccr.gov) in order to be eligible for award. Responses shall be delivered via email to Pamela.a.miller@census.gov, no later than 3:00 p.m. on January 14, 2005.
