Description

It is the intent of the U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) to solicit and award a contract for the operation, maintenance, implementation, and upgrading of a Weapons of Mass Destruction (WMD) Consequence Management (CoM) and Counterterrorism (CT) Training and Testing Facility at the Memorial Tunnel in West Virginia as a part of the WV National Guard Bureau’s (WVNGB) Center for National Response (CNR). This requirement has been set-aside for competition among Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The current incumbent for this effort is Titan Corporation Operational Analysis & Training Group. The draft Statement of Work is provided herein for industry’s review and comments. All questions or comments should be forwarded via email to the contract specialist POC, Leslie Nolin (Leslie.Nolin@peostri.army.mil) no later than 18 January 2005. Questions and answers will be presented at the Presolicitation Conference as well as posted on the following website: http://www.ntsc.navy.mil/EBusiness/BusOps/Acquisitions/Index.cfm?RND=209768 Due to the fact that the resultant contract may include CPFF CLINS, all interested bidders are strongly encouraged to contact their cognizant DCMA and DCAA offices to ensure that 1) their accounting systems are adequate for determining costs applicable to a cost-type contract, 2) their purchashing systems are approved or are otherwise able to gain consent to subcontract if subcontractors are anticipated. It is also important to note that FAR 52.219-14 -- Limitations on Subcontracting will be applicable to this acquisition. The Government anticipates that a Presolicitation Conference will be held at the WVNGB Memorial Tunnel on 21 January 2005. A morning briefing session will be held to give an overview of the requirements and provide a Q&A forum. The afternoon will be devoted to a tour of the Tunnel and the associated Training Support Facility. Directions to the CNR are provided below: The Center for National Response (CNR) is located 30 miles south of Charleston, WV or 30 miles north of Beckley, WV on I-77/64. To get to the CNR, you get off the interstate at Exit 74, Paint Creek Road. At the stop sign, turn left and proceed north on Paint Creek Road for approximately 3/4 mile to the end of the town of Standard. When you cross over the road bridge, you will see a green highway sign with CNR on it. Turn left and follow the blacktop road to the top of the hill. It ends at the CNR. The Center has a Training Support Facility area closer to the interstate. When you turn left onto Paint Creek Road, proceed for approximately 1/4 mile to a small bridge on the left. Cross the bridge and stop at the guard post and check in. The phone for the guard is (304) 595-5525. Due to limitations on facility size, each bidder is limited to bringing no more than 4 representatives.
