Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD) China Lake CA intends to procure on an other than full and open competition basis three Cobra Helicopter In-Circuit Programmers (CHIP Loaders). The H-1 program office currently uses CHIP Loaders for maintenance of the AH-1W and it is necessary to maintain uniformity and interchangeability among the units. The proposed contract type is a Firm Fixed Price (FFP) and will be sole sourced to Sunrise Electronics, Inc. located in LaVerne CA. The request for proposal (RFP) may include options for additional units. The programmers shall be portable, ruggedized, watertight, impact resistant, and fully self contained; they shall allow programming and reprogramming in the field, programming and reprogramming of firmware and circuit cards without having to remove the components; and, they shall incorporate custom interfaces to allow operation on the AH-1W. The required CHIP Loaders are comprised of the following components and accessories: T-6000 Base Unit; UV6000 Board Eraser; Full Function Signal Processor (FFSP); Interface Control Unit (ICU) Tactical Navigation System (TNS) Adapter; Tube-Launched Optically-Tracked Wire-Guided Missile (TOW) and Hellfire Control Display Processor (THCDP) Adapter; Wafer Scale TV Tracker (TVT) Adapter; Cypress TVT Adapter; Processor Electronics Box (PEB) Adapter; Symbol Generator; and Cockpit Control Unit (CCU) Adapter. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship. All responsible sources may submit a proposal, which will be considered by the agency. Award will be made FOB Destination, China Lake CA, on or about 28 Feb 05. The anticipated delivery schedule is four months after date of contract (ADC).
