Place of Performance: Will be at multiple continental United States (CONUS) sites as well as outside continental United States (OCONUS) sites Description: The Space and Missile Defense Command/Army Forces Strategic Command (SMDC/ARSTRAT) intends to solicit, negotiate and award a single Indefinite Delivery Indefinite Quantity (IDIQ), Time and Materials contract for the provision of Air Services support for th e Big Crow Program Office (BCPO) at Kirtland AFB, NM. This procurement is a follow-on to the three current Firm-Fixed Price (FFP), IDIQ, contracts for the BCPO for Mission Support Services that expire on May 31, 2005. SMDC/ARSTRAT anticipates that one aw ard will be made as a result of this solicitation. The BCPO requires aerospace assets of various types to support Research, Development, Test, and Evaluation (RDT&E) and training missions. Aerospace assets will be acquired on an event basis to support op erational, test, and evaluation (OT&E) and training missions such as, but not limited to, Electronic Attack (EA); Electronic Protect (EP); and Electronic Support (ES); airborne, ground, and maritime threat simulation/emulation; weapon system simulation; th reat representative aerial target presentations; air, ground, sea interdiction; and other asset services support for OT&E and training programs. These operations may be conducted at multiple continental United States (CONUS) sites as well as outside conti nental United States (OCONUS) sites. Requirements will be presented in terms of air hours, reimbursable expenses, and auxiliary crew personnel. Categories of aircraft are for tactical attack and/or fighter aircraft, commercial business aircraft, and othe r. Examples of the tactical attack and fighter aircraft include A-4, F-5, F-16, F-86, F-104, SU-27, MIG-21. Examples of commercial business aircraft include: Learjet, Gulfstream, Citation, and Falconjet. Other aircraft includes cargo and lighter-than-a ir, ultralights, etc. (i.e., HL-600, C-130). Equipment specifications, personnel qualification requirements and a synopsis of potential mission types will be provided in the RFP. The draft SOW has been posted to the SMDC/ARSTRAT website at http://www.smd c-armyforces.army.mil/. A sources sought synopsis was previously published on November 12, 2004 for which responses were due on November 30, 2004. Based on feedback from the sources sought synopsis and market research, we have incorporated comments from those sources into the acquisition strategy in the request for proposal (RFP) when it is released (i.e., full and open competition). The final RFP will be posted to the SMDC/ARSTRAT website at http://www.smdc-armyforces.army.mil/ on or about January 12, 2 005 and all interested parties are encouraged to regularly monitor the website for all pertinent acquisition information as the SMDC/ARSTRAT website will be the official means for the Big Crow Air Services (BCAS) acquisition information dissemination. The resultant contract will establish a five-year ordering period from June 1, 2005 through May 31, 2010; however, individual task order period of performance will be determined by the type of appropriations available for funding the order and will be predomi nantly issued on a 3-month basis at the inception of the contract performance. The anticipated total contract maximum will be $50 million for this award.
