Description
An Invitation For Bid will be available for download on or about January 14, 2005 at the Alaska District U.S. Army Corps of Engineers Contracting Web site in electronic format only using electronic bid sets (EBS) at https://ebs.poa.usace.army.mil/adv ertisedsolicitations.asp You must register at the web site for this solicitation to receive notification of solicitation updates. No disks shall be mailed. Any resulting contract will be firm-fixed priced. The solicitation shall be issued on a competit ive sealed bid basis per FAR 9.10 -- Small Business Competitiveness Demonstration Program. The government shall not be responsible for bid preparation costs in the event the solicitation is canceled. To receive award contractors must be registered in the CCR. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price, shall be applicable; therefore, the successful firm shall have the capability to acquire such bonding. In addition a bid g uarantee is also required. If a large business is selected for this contract, the firm must comply with FAR 52.219-9 regarding the requirements for a subcontracting plan for that part of the work it intends to subcontract. The FY05 subcontracting goals f or this contract are a minimum of 50.9% of the contractor's intended subcontract amount be placed with small businesses, 8.8% of that to small disadvantaged businesses, 7.2% to woman-owned small businesses, 2.9% to HUB zone small businesses, and 0.5% to se rvice disabled veteran-owned small business and. The Davis-Bacon Act will apply. Joint ventures must also be registered in CCR as a joint venture. We advise contractors begin this process as soon as possible should they be the low bidder selected for th e award. DESCRIPTION OF WORK: Build a mooring basin to be constructed adjacent and to the south of the existing harbor. Incorporate the southern breakwater and causeway to the city dock by extending the existing breakwater to form a basin for mooring t he fleet. An additional breakwater will be constructed to the south of the newly formed basin to provide protection from the south to the west-southwest. The positioning of the breakwaters will create an entrance channel alignment allowing access from th e west to northwest. There will be a pre-bid conference in Sand Point, Alaska. The Estimated Magnitude of Construction is between $5,000,000 and $10,000,000. NAICS: 237990, Size Standard: $28.5 million. Completion date: Within 450 days after receipt of notice to proceed.
