Description
The Department of Health and Human Services/Program Support Center (DHHS/PSC) intends to negotiate a sole source contract with Mr. Lloyd H. Flagg, CPA, Sun City Center, Florida 33573 for the DHHS/Division of Federal Occupational Health (DFOH). The DFOH has a requirement for the development of algorithms or formulae for allocating the costs of its information technology support activities and certain other cross-benefiting activities to benefiting organizations within DFOH. These services shall be provided by a Certified Public Accountant (CPA). The CPA shall possess all of the following necessary knowledge, skills, and abilities: (1) requisite detailed knowledge of DFOH operations, (2) extensive knowledge of governmental accounting standards, generally accepted accounting principles, and non-profit accounting standards; (3) extensive experience working with cost accounting including activity based costing; (4) extensive knowledge working with federal agencies; (5) extensive knowledge of the Economy Act and its requirements for reimbursable activities; (6) extensive knowledge of the requirements for intergovernmental transactions; (7) knowledge and familiarity with federal contract and procurement laws and regulations; (8) extensive experience in the preparation and formulation of budgets; (9) extensive knowledge of SFFAS #4- "Managerial Cost Accounting Concepts and Standards for the Federal Government"; (10) proficiency with MS Office Suite and other personal computer applications; (11) extensive experience finding “automated processes” to replace manual processes using MS Excel or MS Access; (12) extensive experience with purchasing, accounts payable and cash disbursements; (13) experience with federal contractors, including federal contractor accounting and financial business systems; (14) extensive experience performing internal controls evaluations and assessments; (15) extensive experience working with auditors at various levels and for a variety of purposes; (16) experience in preparing contract and other proposals; (17) knowledge of medical accounting systems and processes; (18) extensive experience working with other functional areas to find solutions to new or different operating requirements; (19) complete knowledge and understanding of the terms and concepts stated in OMB A-11; (20) extensive familiarity with the various levels of approval and/or review of federal budgets (such as OMB and Congressional Committees); and (21) extensive understanding of the roles of the “Central Financial Agencies” such as the OMB, Treasury, Congressional Budget Office (CBO), and General Accounting Office (GAO). The period of performance will be for one year from the date of award plus four one-year option periods. The authority for this noncompetitive award is 41 U.S.C. 253 (c) (1) as set forth in FAR 6.302-1. Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the required services. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. This notice is NOT a request for competitive proposals. No solicitation is available; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Responses must be in writing and refer to 05DSE130006 to the attention of Susan Moran. If no affirmative responses are received within 45 days from the date of publication of this notice, the Contracting Officer will proceed to issue a contract to Mr. Lloyd H. Flagg.
