Description

Solicitation Number: W71B7J-4252-C080 Set-Aside Code: None Response Date: 17 Dec 2004 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a writte n solicitation will not be issued. The solicitation number is W71B7J-4245-H182. This acquisition is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitio n Circular FAC 01-25. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within three (3) days after date of publication of this synopsis will be considered by the Government. A de termination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to co nduct a competitive procurement. This acquisition is a sole source to Nu-Tek Precision Optical Corporation, 1202 Technology Drive, Aberdeen, MD 21001. The associated NAICS code is 541710. Place of Performance: Army Research Laboratory, Aberdeen Proving Grounds, Aberdeen, MD 21005-5001 and as outlined in the Description of requirements. 2. The following is a list of contract line item number(s) and items, quantities and units of measure: CLIN 0001, Development of a Compact Lightweight Communication Transceiver System, 1 Lot 3. Description of requirement: C.1 Background C.1.1 The ARL Intelligent Optics Laboratory (IOL) in collaboration with the University of Maryland, College Park is performing a joint research and development of a compact lightweight communication transceiver system (Mersenne LaserCom Transceiver and Re ceiver Telescope) for the Army and SOCOM Applications. The UMD portion of the effort is performed under a contract with Battelle (funded by SOCOM). The optical scheme of the transceiver telescope (designed by the IOL technical staff) includes fast asph erical optical elements. These fast aspherical optical elements represent a certain technical challenge for manufacturing for any company, which has appropriate equipment as well, as well trained and experienced personnel. The complexity of this techni cal task of manufacturing fast aspherical elements requires a low cost system prototyping with following examination of optical quality and the ability to satisfy all technical requirements. C.2 The Contractor shall review and evaluate the basic design and drawing specifications provided as Government Furnished Information (GFI) and produce detailed designs and drawings required for mechanical and optical component manufacture and constructio n. C.3 The Contractor shall provide detailed optical and mechanical designs and drawings within 40 days of contract award. C.4 The Government will provide final approval of the optical and mechanical designs within 45 days of contract award. C.4.1 The Contractor shall manufacture and assemble the mechanical components for two (2) transceiver telescopes within 120 days of contract award. C.5 The Contractor shall manufacture the optical components for two (2) transceiver telescopes within 120 days of contract award. C.6 The Contractor shall provide evaluations of the optical components for two (2) transceiver telescopes within 125 days of contract award. C.7 The Government will provide final approval of the optical components within 130 days of contract award. C.7.1 The Contractor shall assemble two (2) optical transceiver systems within 160 days of contract award. C.8 The Contractor shall provide optical and electronic evaluations and product documentation for two (2) optical transceiver systems and deliver the finished products within 180 days of contract award. 4. Delivery is required 6 months after award of contract. Acceptance shall be performed at Army Research Laboratory, Aberdeen, MD 21005-5001 by a Government Representative. The FOB is Destination. 5. The provision at 52.212-1, Instruction to Offerors  Commercial, applies to this acquisition. The following addenda have been attached to the provision: None 6. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offerors Representations and Certifications  Commercial Items, and DFARS 252.212-7000, Offerors Representation and Certifications  Commercial Items, with its offer.
