- NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR TACTICAL TARGETING NETWORK TECHNOLOGY (TTNT). The work includes continued development on the current system toward a production capable design. The Air Force Research Laboratory (AFRL/IF) intends to award on the basis of other than full-and-open competition a contract to Rockwell Collins, Cedar Rapids IA, for enhancement of Low Probability of Intercept/Detection (LPI/LPD) features, an enhanced wideband transceiver, and an advanced power amplifier (200MHz to 2 GHz) to allow the system to interoperate with legacy L Band and UHF systems, investigate and implement Multiple Independent Levels of Security (MILS), and support of Military demonstrations and any additional tasks in accordance with the statement of work. Tasks required under any resulting contract shall include, but may not be limited to: a) investigate and/or implement directional beam interfaces, b) development of enhanced power management, c) development of enhanced frequency management, d) environmental hardening of test articles, e) wideband transceiver and advanced power amplifier development, f) MILS implementation, g) Military demonstration exercises. Vendors who are capable of providing the services stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis. Responses must be submitted to Dawn M Ross, Contracting Officer, via email at dawn.ross@wpafb.af.mil. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis, and will not be considered. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
