- Description
- NASA/JSC has a requirement for Occupational Medicine Program, Occupational Health Program and Test Support. The contractor shall provide all necessary resources to establish and conduct a comprehensive program that fulfills Occupational Medicine, Occupational Health and Test Support requirements of the Johnson Space Center (JSC), Sonny Carter Training Facility (SCTF), and Ellington Field and in Russia. This includes sampling and analytical functions for the JSC environmental services program. An Industrial Hygiene program shall also be conducted at White Sands Test Facility (WSTF), Las Cruces, New Mexico. The contractor shall provide this support for four months from July 1, 2005 thru October 31, 2005. In case that the schedule of the new follow-on contract is delayed, there will be 2 one-month options for continued support for November 1, 2005 thru November 30, 2005 and for December 1, 2005 thru December 31, 2005. NASA/JSC intends to purchase the items from Kelsey Seybold Medical Group, P.A. Only Kelsey Seybold has the skills to provide these services based on the fact that they have soley been responsible for the operations of these services since 2000. To allow Kelsey Seybold a continued effort will prevent a lapse in services while the follow-on contract is being competed through a Source Evaluation Board (SEB) held by the Johnson Space Center (JSC). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 11, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
