- PUBLIC ANNOUNCEMENT The Federal Aviation Administration's, Flight Standards Training Division (AFS-500) has a competitive requirement for the services of a contractor to provide classroom facilities within the continental United States and a professional instructor cadre to deliver the Operational Approval of Advanced Avionics course. The North American Industry Classification System (NAICS) Code is 611512. The intended contract type is for an Indefinite Delivery/Indefinite Quantity (ID/IQ) for a period of one base year and four (12-month) options periods to be exercised unilaterally, at the option of the government. The Government intends to award one contract for work as described in the attached Statement of Work (SOW) and in accordance with the procedures contained in the FAA Acquisition Management System guidelines. The SOW is provided for your review. Washington, D. C. 20591 Potential offerors must go through a pre-screening process. As a part of the pre-screening process, potential offerors must submit a capability statement referencing their relevant past performance (over the last 5 years) and qualifications of key personnel for each of the task areas identified below. Capability statements submitted by potential offerors shall not exceed 10 pages. The potential offeror's capability statement should include the following information: (1) Past performance in related areas over the last 5 years. For past performance, potential offerors shall include in the capability statement what was done, when it was done (year), what was the level of effort, and what were the results for each of the tasks. Potential offerors shall mention contracts performed over the last 5 years that were FAA contracts or contracts with other Government agencies. With respect to these contracts the name and telephone number of FAA or other Government employees who would be knowledgeable of the contract efforts shall be provided. Potential offerors shall also provide current related efforts in the capability statement, including what is being done and what is the level of effort. (2) Qualifications of key personnel for each of the tasks. For qualifications of key personnel potential offerors shall include the number of people currently on-board, the relevant academic degrees, certifications, and training for each of the people, their work experience, and on what projects key personnel are currently working. The following technical skills are required to perform tasks described in the attached Statement of Work: ? Facilities: Provide facilities for multiple training locations throughout the continental U.S. sufficient to accommodate up to 75 classes of 20 students each, over a five year period (FY 05 - 09). ? Equipment: Provide State of the Art avionics training equipment, at a minimum Global Positioning System (GPS), Flight Management System (FMS), Primary Flight Display (PFD), Multi Function Display (MFD), and Navigation Display (ND) that can replicate a variety of operational flight conditions and scenarios adequate for hands-on pilot training. Avionics training equipment should be representative of current industry-recognized manufacturer equipment installed on both GA and Transport category aircraft. ? Instructor Qualifications: Instructors should have a minimum of 5 years (within the last 7 years) teaching advanced avionics (i.e. glass cockpits, FMS, GPS, etc.). Familiarity teaching 14 CFR (FAA) Regulations and Aviation Safety Inspector (ASI) Operations Handbooks (i.e. Order 8400.10 and 8700.10). Proven track record teaching FAA personnel, particularly Operations ASIs. Tiebreaker: The vendor with the most current, state of the art advanced avionics training equipment, including; GPS, FMS, PFD, MFD and ND. Potential offerors shall also provide a description of how they plan to meet all program requirements stated in this contract. This includes personnel "to be hired" to meet the program requirements. For the purpose of evaluating capability statements, the relevant importance of each task area will be addressed by "weighing" task areas. The contractor shall perform the following tasks: Task 01 - Work with AFS-540 Project Manager to revise portions of one (1) Lesson Plan in the course materials based on contractor avionics equipment Course material revision work will be required for Lesson 2 - Advanced Avionics Systems, both Instructor and Participant Guides, based on the particular avionics equipment available at the contractor facility, as well as input from the contractor Instructor. The objective of this portion of Lesson 2 is to provide course participants with hands-on training using FAA-approved training devices to simulate the full functionality of different advanced avionics equipment, as specified in detail in Task 04. Task 02 - Work with AFS-540 to develop FY 05, FY 06, and FY 07 course schedules The total number of courses for all regions will be 75 course offerings to be delivered during the periods of October 1, 2004 through September 30, 2005, October 1, 2005 through September 30, 2006, and October 1, 2006 through September 30, 2009. Dates will be scheduled to avoid travel on holidays and weekends. Task 03 - Develop Welcome Package information Welcome Package information is intended to aid participants in making travel, lodging, and dining arrangements for course attendance. Welcome Package will include site-specific information for each site included in the course schedule. At a minimum this information shall include the following: Site address and map/directions to the site (include nearest airport) Local Point of Contact and phone number Commercially available lodging near the training site and rates Transportation availability between lodging locations, airport, and training site Dining options in the area near lodging locations and training site Task 04 - Deliver a prototype Operational Approval of Advanced Avionics course using government provided lesson plans and training materials The contractor shall provide training facilities within one of the FAA regions. The facility shall accommodate a class size of 20 students and provide space for up to five FAA observers at the rear of the class. As a minimum, the facility shall provide capability to display PowerPoint slides, VHS video and DVD compact disk presentations, and provide FAA-approved training devices. This facility must provide FAA-approved training devices to simulate the full functionality of different advanced avionics equipment. At a minimum, this equipment needs to include: Global Positioning Systems (GPS), Flight Management Systems (FMS), Multi-Function Displays (MFD), Primary Flight Displays (PFD), and Navigation Displays (ND). The contractor based upon their experience and knowledge may suggest additional advanced avionics equipment. The participant will need to interact with this equipment in order to; 1) learn how to use different advanced avionics systems, 2) demonstrate ability to use the equipment by successfully completing various flight scenarios, and 3) identify techniques used to evaluate another pilot (operator) effectively and safely using this avionics equipment. The contractor shall provide copies of printed materials necessary to conduct the course including Instructor Guides, Participant Guides, Exercise Worksheets, Handouts and other materials required for successful course delivery. The contractor shall also provide pencils and blank paper for note taking as required. The contractor shall provide professional Instructors to deliver the course using government provided materials. The Instructor qualifications shall, at a minimum, include the following: ? Experience delivering training to FAA employees ? Experience working with and knowledge of various types of advanced avionics (at a minimum), including, Global Positioning Systems (GPS), Flight Management Systems (FMS), Multi-Function Displays (MFD), Primary Flight Displays (PFD), and Navigation Displays (ND) ? Understanding and Familiarity with FAA Regulations (14 CFR Parts 91, 121, 125, and 135) and the Operations Inspector Handbook (Order 8400.10) The contractor shall complete a student attendance sheet and provide copies to AMA-100. The contractor shall participate in a debriefing at the end of each instructional day to provide instructor feedback on course layout and materials. The contractor shall administer FAA end-of-lesson (evaluation) feedback instruments, collect and provide results to AFS-540. The contractor shall work with AFS-540 Project Manager to revise course materials as necessary, based on course feedback from FAA observers and course participants. The contractor shall administer FAA end-of-course (evaluation) feedback instruments, collect and provide results to AFS-540. The government shall provide to the contractor, at least 30 days prior to prototype course delivery, a complete set of materials including the following: Instructor Guides, Participant Guides, PowerPoint slides, Exercises, and Handouts. Task 05 - Deliver up to 75 of the Operational Approval of Advanced Avionics courses according to the FY 05, FY 06, and FY 07 course schedules The contractor shall provide training facilities to accommodate a class size of 20 students and provide space for up to three FAA observers at the rear of the room, on an as-needed basis. The facility shall provide capability to display PowerPoint slides, VHS video and DVD compact disk presentations. In addition, this facility must provide FAA-approved training devices to simulate the full functionality of different advanced avionics equipment. At a minimum, this equipment needs to include: Global Positioning Systems (GPS), Flight Management Systems (FMS), Multi-Function Displays (MFD), Primary Flight Displays (PFD), and Navigation Displays (ND). The evaluation panel will determine those offerors that are highly capable. The results of this announcement will be followed by the issuance of a formal request for offers. ONLY THOSE OFFERORS DETERMINED TO BE HIGHLY CAPABLE WILL BE ISSUED A SCREENING INFORMATION REQUEST (SIR) AND GIVEN THE OPPORTUNITY TO SUBMIT PROPOSALS ON THIS REQUIREMENT.
