- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 3FNC-05-SB14 is a Request for Proposals (RFP). The RFP document and incorporated provisions and clauses are those in effect through FAC 2001-13. This RFP is issued under Full and Open Competition and is unrestricted. NAICS Codes 337215 & 337127 apply. Size Standard 500 employees. The requirement is: To manufacture and/or provide Dexion/or equal systems product parts. All interested parties should email susan.bennett@gsa.gov for product specifications. Product is to be delivered and installed in Ramstein, Germany. Delivery required within 6 weeks after award. Contractor must have a local English speaking representative and have office/plant facility located within 150km of Ramstein, Germany. On site project manager for installation oversight and follow-up must be provided. The contractor shall furnish all parts, labor, materials, tools, equipment and transportation necessary to complete project. The contractor shall be responsible for protecting all government and personal property from damage during performance. The contractor shall clean up job site completely and remove all debris. The use of government dumpsters is not permitted. Product must be guaranteed to be available for 5 years after initial installation. This requirement is for a firm fixed price contract. PRICES MUST BE SUBMITTED IN US DOLLARS. Award will be based on the best value evaluation using criteria in the following order of importance: Past Performance, Technical Acceptability and Price. Technical evaluation factors are more important than price. The Government intends to evaluate proposals and make award without discussions. Offerors shall submit at least three references for evaluation of past performance of same or similar service or items. Provide POC telephone numbers. Provide Commercial price list. The price proposal must identify a firm fixed price for all products and services to be provided under this proposal. FAR 52.212-1 applies to this acquisition. Proposals shall include a completed copy of the provisions at FAR 52.212-3. FAR 52.212-4 applies to this acquisition. FAR 52.212-5 applies to this acquisition.
