Description
It is the intention of this contract to obtain services to perform inspection, preventative maintenance, and repair of low and high pressure air compressor equipment, air dryers, controls and related systems at various buildings, Naval Undersea Warfare Center, Newport, RI. The Contractor shall provide all labor, mamangement, supervision, tools, materials, testing equipment, equipment permits, licenses and transportation necessary to fully maintain and repair such equipment. This work will be accomplished by means of a Combination Firm Fixed Price/Indefinite Quantity Contract. Contractors who are interested in bidding for this contract will have to meet the minimum qualifications set in the following experience clause of the contract: SPECIALIZED EXPERIENCE: MINIMUM QUALIFICATIONS OF PRIME CONTRACTOR, SUBCONTRACTORS AND/OR THEIR EMPLOYEES. a) Prior to award, the APPARENT LOW BIDDER shall submit specific information demonstrating an ability to meet the minimum qualifications set out below. This information shall be submitted in writing PRIOR TO AWARD to the Contracting Officer. Such information shall include, but not be limited to the following: 1) Company Information. Specify the names of the company or companies (prime contractor and/or subcontractors) who will perform the inspection, maintenance and repair service. 2) Personnel Qualifications. Provide a listing of all the service technicians (prime and/or subcontractors) who will perform the actual work of inspection, maintenance and repair services. Provide a list/resume of qualifications for each employee. These qualifications shall include but not be limited to: i. Experience with work on similar type equipment. Provide information that shows the service technician has satisfactorily performed no less than two consecutive years of air compressor inspection, maintenance and repair on similar type of equipment. The experience demonstrated shall not occur any earlier than 1999. All documented work shall include the following information: 1. The contract name and number, completion dates of the project and total cost of the project; 2. The names and telephone numbers of the facility or installation for whom the work was performed; 3. The name and telephone number of a supervisory level point of contact at each facility or installation who has direct knowledge of the performance of the entity or entities; 4. Description of each project, method and type of work performed. ii. Copies of licenses and permits that are required to perform work on equipment specified under the contract. Technicians shall be at the Journeyman level at a minimum, and be familiar with and trained to operate, maintain and repair the equipment to be serviced. b) The above information and ultimate acceptance of the entity and/or personnel shall be subject to approval by the contracting officer. Failure to submit the required documentation within (5) business days after the government?s request will result in the contractor?s bid being determined ineligible for award. c) After contract award, all personnel performing inspection, maintenance or repair under this contract shall meet the minimum qualifications set out above. This is a pre-solicitation notice. The availability of the solicitation will be issued electronically only. Prospective offerors should register on the NAVFAC Electronic Solicitation Internet website. Hard copies (paper sets) will no longer be provided by the Government. Notification of any change to this solicitation (amendments) shall be made only on the internet. Only registered firms will be notified by email when amendments to the solicitations are issued. This solicitation is being issued as a Small Business Set Aside. The NAICS Code is 333912 and the Small Business Standard is 500 employees. The solicitation will result in a combination firm fixed price/indefinite quantity contract. The term will be for one-year base with four (4) one-year options. Award of the contract shall be made to the lowest conforming, responsive, responsible bidder offering the lowest total evaluated price. Service contract wages are applicable to this project. The invitation for bid (IFB) package may be available by the estimated date of 7 December 2004 and the estimabed bid opening date is 7 January 2005 at 2:00 P.M. EST, at the ROICC Newport, 1 Simonpietri Drive, Newport, RI 02841. ALL Contractors are to register in the DOD Central Contractor Registration (CCR) Database. Be advised, that failure to register in the CCR makes an offeror ineligible for award. Information regarding this registration may be obtained by accessing our website at www.ccr.gov.
