- Synopsis The National Business Center (NBC) has a requirement for professional services to support an aggressive, dynamic staffing/recruiting requirement. The NBC is acting as the designated representative for Millennium Challenge Corporation (MCC), and is assisting in accomplishing mission objectives. The NBC will obtain required service through a Basic Ordering Agreement (BOA) with qualified contractors. The NBC anticipates awarding a BOA with the best technically qualified contractors. The NBC has an immediate and long-term need for external, off-site human resources staffing/recruitment services for multi-level program and administrative positions. The NBC requires support in effectively and efficiently reviewing applicant resumes/experience against position specifications/requirements, and must receive direct concise feedback for use by the appropriate senior management department on the positive and/or negative aspects of any given applicant reviewed. The selected service provider must also provide, implement and maintain a system to track the nature and status of all applicants. The final selection of candidates will be determined solely by the MCC following on-site or telephone interviews. Our ongoing requirements include working collaboratively to establish candidate search requirements that can then be acted on in a timely and effective manner by the selected service provider(s). The NBC reserves the right to engage/contract with multiple staffing/recruiting providers at its discretion. The overall objectives of this procurement are to: 1. Identify, screen and hire U.S. citizens with proven private sector and/or U.S. Government foreign work experience that includes senior transactional, proposal management, monitoring, evaluation, and market and sector expertise/assessment skills. 2. Establish an effective, results oriented, performance based Federal/contractor team approach to ensure that the MCC meets its critical staffing needs in a timely manner. 3. Provide and maintain accurate and timely feedback, tracking, and reporting mechanisms. In collaboration with appropriate/designated MCC senior staff, identify immediate staffing/recruiting needs, to include corresponding candidate requirements. As requested, conduct applicant recruitment efforts/searches for designated positions using Offeror's methods as well as posting/advertising positions as required by the MCC. The MCC is seeking support from contractors that have extensive, proven experience recruiting/staffing a broad range of senior and junior level positions within the international corporate and/or public sector assistance and development community including multilateral organizations. The contractor shall provide professional human resources staffing/recruitment services in response to short and long-term task assignments. These tasks will be run/worked simultaneously. The specific assignments within each task include, but are not limited to, the following: A) Conduct preliminary requirement based phone interviews with the field of best qualified candidates for each designated position and provide a report and analysis of the results/findings as well as specific recommendations and reference check findings for the top 3 to 6 candidates within pre-established time frames. [Offeror to suggest performance-based measurement] B) Maintain and provide, within agreed upon time frames, a comprehensive listing of all applicants, and specific status information for each position advertised/staffed. [Offeror to suggest performance-based measurement] C) Prepare and facilitate all applicant/candidate/recommender correspondence to include acknowledgement of initial receipt of application to general status and/or closeout within agreed upon time frames. [Offeror to suggest performance-based measurement] D) Provide general phone and/or e-mail applicant status/"customer service" functions within pre-designated response times for applicants/candidates on behalf of the NBC. [Offeror to suggest performance-based measurement] E) In addition to the prior task assignments, as required or requested provide dedicated on-site or external professional recruiters to provide staffing/recruiting services as required. [Offeror to suggest performance-based measurement] F) Establish, maintain and provide accessibility to a comprehensive data system that can track applicants by position from the point of submission of application through the closeout of the staffing process. This process includes but is not necessarily limited to: submission of application and referral source; tracking applicant status; tracking applicant contact and correspondence; reference status; client (MCC) disposition; and closeout. This system, and/or systems data must be fully transferable to the client (MCC) at the termination of the contract relationship and should include historical data. [Offeror to suggest performance-based measurement for establishment and maintenance] Offers may be submitted by interested parties for work in the entire task areas listed above. The government reserves the right to award without discussions; therefore Offerors are encouraged to submit their best terms with their initial response. Offers must be submitted both electronically and with a signed hard copy. It is anticipated that the solicitation will be issued on or about January 5, 2005 with a closing date on or about February 7, 2005. The NBC reserves the right to issue multiple contract awards for this requirement. The solicitation will be issued on a restricted basis. This is a competitive Small Business Administration (SBA) 8 (a) set aside, only firms that are certified by the SBA as an 8 (a) firm will be allowed to make offers.
