Description

The Bureau of Reclamation intends to negotiate on a sole source basis with Flow Science, Inc., 683 Harkle Road, Suite A, Santa Fe, NM 87505 to acquire Flow-3D software. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The justification for this sole source procurement is: The Government believes that only one responsible source can provide the supplies that will satisfy the agency requirement, due to the proprietary nature of the software. Any firm that believes it can furnish the items described above are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. All responses received within 7 calendar days of the date of publication of this synopsis will be considered by the Government. A determination by the government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's business size (e.g. small business, other than small business), in accordance with the size standard: $21M for North American Industry Industry Classification System (NAICS) Code 541511.
