Description
The US ARMY TACOM-Picatinny has a requirement for a two-phase pyrotechnic Self Destruct Fuze (p-SDF) program for the M864E2 projectile. Phase I is a p-SDF Pre- Production Engineering (PPE) effort and Phase II an option for a Qualification effort for the selected p-SDF in the M864E2 projectile. In Phase I, the following three objectives are to be accomplished: 1-The p-SDF will be optimized to meet all performance requirements when used in an M864 projectile. 2- Fuze producibility issues will be addressed, as well as p-SDF/M864E2 Load, Assemble and Pack (LAP) procedures being developed and matured. 3- The p-SDF will be pre-qualified in the M864E2 using a total of thirty (30) projectiles, along with additional fuze hardware as defined in the SOW. In Phase II, which is an option to be exercised upon successful completion of Phase I, approximately 30,000 p-SDFs will be manufactured and loaded into three hundred eighty two (382) M864E2 projectiles for Qualification testing to Type Classify (TC) the p-SDF in the M864E2 Projectile. The contractor shall perform the requirements of this contract in compliance with all applicable provisions of the Occupational Safety and Health Act (OSHA) as well as all applicable Federal, State and Local Environmental laws and regulations. A draft RFP W15QKN-05-R-0815,will be available for downloading from the following website located athttp://procnet.pica.army.mil on or about December 7, 2004. Any questions, comments or recommended changes to the draft RFP must be submitted within 15 days from date of issuance of the draft RFP to: US Army TACOM-Picatinny,ATTN: Mr. Errol T. Chisholm, AMSTA-AQ-APH, Bldg 9, Picatinny, New Jersey 07806-5000, E-MAIL: chisholm@pica.army.mil, Phone No. 973-724-5770, FAX No. 973-724-5484. A final RFP will then be available on or about December 23, 2004. Proposals from all responsible sources will be considered. The deadline for receipt of proposals will be 30 days after issuance of the final RFP. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database by accessing the CCR web site at http://www.ccr.gov in order to be eligible for contract award. This solicitation is restricted to fuze manufacturers of the U.S. and Canada.
