Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This proposed contract action is 100% set-aside for small business concerns; applicable NAICS code is 315222; small business size standard for this NAICS is 500 employees. This solicitati on is issued as Request for Proposal, W912CZ-05-R-0002 and incorporates the following provisions and clauses in effect as specified in the Federal Acquisition Regulation and the Defense Federal Acquisition Regulation Supplement to include Federal Acquisiti on Circular 25, effective November 4, 2004; FAR 52.212-1, 52.212-3 (with Alternate I), 52.212-4, 52.212-5 (Deviation), 52.216-18, 52.216-19, 52.216-20, 52.217-8, and 52.217-9, 252.212-7000, 252.212-7001. Full text of any clause referenced above is availabl e upon request. In addition, full text of clauses may be viewed at http://farsite.hill.af.mil. The provision at 52.212-1, Instructions to OfferorsCommercial, applies to this acquisition. When providing proposals to this office, offerors shall also incl ude a complete copy of Representations and Certifications found at provisions 52.212-3 (Alt I) and 252.212-7000. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation wi ll be most advantageous to the Government based on price, delivery and past performance. All evaluation factors other than cost or price are approximately equal to cost or price. This will be a Definite Quantity  Indefinite Delivery type contract with th e base year performance commencing 3 January 2005 or the date the contract is awarded and will include four option years that may be exercised by the Government. The Government will evaluate offers for award purposes by adding the total price for all opti ons to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanaced. Evaluation of options shall not obligate the Government to exercise the option(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specifie d expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The U.S. Army Regional Contracting Office, Alaska has a re quirement to purchase civilian police uniforms for incoming Department of the Army civilian police personnel. It is anticipated that 30 complete sets of uniforms will be ordered for the base year, and 30 complete sets of uniforms will be ordered for each option year thereafter if exercised by the Government. CLIN 0004 is defined as a complete uniform set per individual for Option Year 3. CLIN 0005 is defined as a complete uniform set per individual for Option Year 4. Sizes, delivery locations, and delivery times will be stated on individual del ivery orders. Offerors are advised that samples will be accepted if offering items other than manufacturers listed. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability o f appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor recei ves notice of such availability, to be confirmed in writing by the Contracting Officer.
