Description
DESCRIPTION: Deluxe Comfort 24 ? 32 Passenger Tour Bus for Information Tickets and Tours This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2001-25, Defense Change Notice (DCN) 20041122 and Air Force Acquisition Circular (AFAC) 2004-1122, and can be obtained at http://farsite.hill.af.mil/. The NAICS code is 423110. The solicitation number is F1X30N43130100. This solicitation is reserved for local businesses; however, the Government shall accept all proposals. In the event of insufficient local business participation, award will be made to the offeror that is most advantageous to the Government. Quotes shall be submitted no later than Tuesday, 1:00 PM (13.00 Local Time), 04 January 2005. Quotes shall be valid for 60 calendar days. ITEM 0001: Deluxe Comfort 24 ? 32 Passenger Tour Bus: Contractor shall furnish all labor, equipment, materials, transportation, supervision, and any other necessary work required to furnish a tour bus in accordance with Attachment 1 Statement of Need, dated 3 Dec 04, 1 page. The contractor may include optional upgrade item(s) descriptions and prices to be selected during proposal evaluation, at the discretion of the Government. This is to include quality, warranty/extended warranty, emergency roadside service, and most functional layout. In order to receive award, all offerors shall be registered in the Central Contractor Registration database. The successful offeror will be required to submit Electronic Funds Transfer (EFT) Information. DELIVERY SCHEDULE: The desired delivery date for all items is 30 calendar days after contract award. If the desired delivery date cannot be met, offerors are requested to specify proposed delivery terms. The item shall be delivered to 31st Services Squadron, (Bldg 106, Area 1), Aviano AB, Italy, APO, AE 09604 Aviano (PN) Italy 52.204-7 CENTRAL CONTRACTOR REGISTRATION (OCT 2003); 52.212-1 INSTRUCTIONS TO OFFERORS?COMMERCIAL ITEMS (JAN 2004); 52.212-1 ADDENDUM INSTRUCTION TO OFFERORS ? COMMERCIAL ITEMS (JAN 2004) Change paragraph (c) from 30 calendar days to 60 calendar days and paragraphs (h) and (i) do not apply to this solicitation; 52.212-2 EVALUATION?COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors and subfactors will be used to evaluate offers: 1) Mission Capability 2) Past Performance 3) Price. Technical and past performances, when combined, are approximately equal to cost or price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s) (NOT USED). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) 52.212-2 ADDENDUM ? EVALUATION ? COMMERCIAL ITEMS (JAN 1999) Basis for contract award: Award may be made without conducting discussions; however, the Government reserves the right to conduct discussions, if necessary. All proposals received will be subjected to an evaluation team of Government personnel. Performance Price Tradeoff procedures will be utilized in the evaluation of offerors. For those offerors who are determined to be technically acceptable, a trade-off analysis between past performance and price will be accomplished to determine which offeror's proposal provides the best value to the Government. To be determined technically acceptable, all offers shall conform to the requirements set forth in this solicitation and meet or exceed the significant evaluation factors and sub-factors. FACTOR 1 ? METHOD OF EVALUATION: Mission Capability. Subfactor 1.1: Technical capability of the item offered. The technical evaluation of the item offered will include examination of the item offered, which may include the provided optional upgraded item(s), at the Government?s discretion. An overall technical rating will be established to rate the proposals according to the following: Acceptable ? Offeror has to provide documented evidence of being able to understand and satisfy the requirements, thereby meeting the minimum standards. Unacceptable ? Offeror does not meet the requirement or failed to respond to the requirement. Deficiencies require major revisions. Probability of satisfactory performance is unlikely. If the lowest priced technically acceptable offer is judged to have very good performance risk rating; thereby representing the best value to the Government, the evaluation stops at this point. Award shall be made to that offeror without further consideration of any other offeror. However, the Government reserves the right to award a contract to other than the lowest priced offer if that offeror is judged to have a better performance risk rating than the low offeror. FACTOR 2 ? METHOD OF EVALUATION: Past Performance Assessment. The evaluation team will assess contractor past performance, specifically the quality and satisfaction rating for contracts completed within the past three years and the results of past performance surveys. Using questionnaires, the contracting officer shall seek performance information on the lowest priced technically acceptable offerors (usually the lowest five) based on 1) the references provided by the offeror and 2) data independently obtained from other Government and commercial sources. The Government shall not seek information on the evaluated higher priced offerors unless it is determined none of the lower priced offerors are acceptable for award. The purpose of past performance evaluation is to allow the Government to assess the offeror's ability to perform the effort described in the RFQ based upon the offeror's demonstrated past and present performance. Past performance regarding sub-contractors that will perform major aspects of the requirement will be rated as highly as past performance information for the principal offeror. The past performance evaluation will take into consideration the most recent data available. Similar efforts will be selected that are either just completed or still in progress. In evaluating past performance, the Government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this RFQ. The assessment represents the Government evaluation team's judgment of probability of an offeror successfully accomplishing the proposed effort based on the offeror's demonstrated present and past performance. Each proposal evaluated at this stage will be assigned one of the following performance risk ratings. These assessment ratings are subjective based on the past performance information collected. The assessment process will result in an overall risk rating of exceptional, very good, satisfactory, none, marginal, or unsatisfactory (Please complete Attachment 2 and 3). Offerors with no relevant past or present performance history shall receive the rating of "Neutral", meaning the rating is neither favorable nor unfavorable. FACTOR 3 ? METHOD OF EVALUATION: Price.
