Description
The Federal Aviation Administration (FAA) has developed a software program that walks a user through filling out and electronically filing a Confidential Financial Disclosure Form, OGE-450 or Statement of No New Interests, 450A. These are forms that are required to be filed by thousands of FAA employees and probably hundreds of thousands of government employees throughout the Executive Branch. We would like to enter into a collaborative agreement with a private sector software company which would require the company to, among other things, maintain the program current with any changes to laws or regulations, add functionalities that we have not yet been able to develop, provide upgrades to the FAA, etc. In return, the company may get an opportunity to sell the program to other government agencies. Government agencies would have to pay for the program but would save hundreds of thousands, if not millions of dollars, in government time spent manually reviewing these f! orms. Program Description: The software program walks the user through filing a Confidential Financial Disclosure Statement, OGE-450, or Certificate of No New Interests, OGE-450A. The program has hard edits that ensure the form is completely and properly filled out. Once completed, the form is automatically uploaded to a central, secure location. The program automatically accomplishes many of the tasks traditionally performed by employees of each FAA Line of Business (LOB) and administrative personnel at the field level. For example, it automatically: (1) sends a message to all required filers advising them that they are required to file by October 31 with instructions; (2) tracks who has filed and who has not filed; (3) sends a message reminding filers who have not yet filed that they must file by October 31; (4) sends a "thank you" message to those who have filed, confirming receipt of their electronically filed form; and (5) notifies Division Managers when their employees fail to file. Because this is the first year filers are using the Program to upload forms, we are requiring them to submit a hardcopy of the file to this office as well uploading their form electronically. However, the Program automatically tracks filers, without the need to for each Division to track this information and follow-up. We are presently compiling data to determine approximately how much time and money the program has saved thus far at both the filing stage and the review stage. Future Enhancements: The program will be enhanced to automatically recognize prohibited stocks and generate a memo requiring divestiture of prohibited stock(s). Other future applications include the Program recognizing financial interests that require a warning letter and generating the letter automatically.
