Description

This is a combined synopsis/solicitation for commercial items or services prepared in accordance the Format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The Standard Industrial Classification (SIC) Code for this acquisition is 7379 and the NAICS Code is 541512. The Food and Drug Administration intends to issue a purchase order to James Loo of Montgomery Village, MD on a sole source basis for the following: A Data Architect and ETL Specialist to perform (1) Requirement Gathering and Application Design, (2) Database and ETL Development and (3) QA, Training and Deployment Activities. This service is needed to complete a critical project known as Online Program Analysis System (OPAS). This award is being issued on a sole source basis because James Loo created the prototype. No REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Not withstanding, any firm who believes it is capable of meeting FDA?s requirement as stated herein may submit a capability statement, which if received within the 15 calendar days of the date of the announcement will be considered. The following FAR Clauses shall apply to this solicitation: 52.212-1 Instructions to Offerors ? Commercial, and 52.212-4 Contract Terms and Conditions ? Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.
