Description
The Missile Defense Agency (MDA) intends to award a sole source contract to Raytheon Company for algorithm development and analysis for ballistic missile defense critical functions including tracking, discrimination, kill assessment and sensor fusion in support of the Ballistic Missile Defense (BMD) Program. The required support consists of providing engineering expertise for algorithm development in the areas of threat discrimination and tracking using surface-based radar; threat discrimination and tracking using space-based IR and missile IR/EO seekers and fusion of IR, radar, and EO sensor data for robust threat discrimination. Raytheon will develop techniques to improve the capabilities of components of the layered Ballistic Missile Defense System via spiral development upgrades. This includes developing improved algorithms and providing engineering expertise for the integration of other algorithms developed within the Project Hercules program. Raytheon is the designer/developer of the several major components of the BMD system. No other source has access to the proprietary data, resident expertise and insight into these systems needed to fulfill this requirement. This expertise cannot be attained by any other contractor within the five-year period of performance and the duplication of costs associated with awarding to a new contractor cannot be justified. The estimated cost of the contract is $60M during the five-year period (One-year base with four, one-year option periods). See Note 22. *****Note 22 The proposed contract action is for engineering expertise for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement in writing to the Contracting Officer at the address stated below. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government.
