Description
The Homeland Security Advanced Research Projects Agency (HSARPA) invests in programs offering the potential for revolutionary changes in technologies that promote homeland security and accelerate the prototyping and deployment of technologies that reduce homeland vulnerabilities. HSARPA performs these functions in part by awarding procurement contracts, grants, cooperative agreements, or other transactions for research or prototypes to public or private entities, businesses, federally funded research and development centers and universities. A critical area of focus for the Department of Homeland Security (DHS) is the development of Advanced Spectroscopic Portal (ASP) Monitors that improve our capability to address the threat of a Radiological Dispersal Device (RDD), an Improvised Nuclear Device (IND), or a nuclear weapon being used by terrorists within the US. DHS is implementing a comprehensive systems approach that emphasizes early detection and effective intervention capabilities at the Federal, state, and local levels, as well as post-event capabilities for remediation. Under this Advanced Spectroscopic Portal (ASP) Monitor Broad Agency Announcement (BAA), HSARPA solicits portal detection systems that will contribute to an overall system of countermeasures. BAA05-04 is meant to augment the radiological portal monitor projects initiated under BAA04-02 Technical Topic Area 3 (TTA-3), released January 31 2004, with a revised deliverable schedule and refined performance requirements. BAA05-04 and BAA04-02 TTA-3 fit into an acquisition plan that includes independent developmental and operational tests. It is the intent of DHS to issue an RFP in the 3rd quarter of FY2005 for the large scale procurement of Spectroscopic Portals. The source selection for that RFP will, in part, be based upon the technical and operational evaluation of products developed through awards made under BAA04-02 and this BAA. To be eligible to bid to the upcoming Advanced Spectroscopic Portal RFP, bidders must be selected under this BAA or under the first round of BAA04-02.
