Description
The Naval Sea Systems Command (NAVSEA) issued a synopsis for the intent to hold a competition, set aside 100% for small business, for the award of multiple Indefinite Delivery Indefinite Quantity (IDIQ) Fixed Price Award Fee (FPAF) contracts for the dismantlement, environmental remediation and recycling of inactive ships stricken from the Naval Vessel Register. This modification is to notify potential offerors that a draft solicitation has been issued. Comments are requested to be submitted no later than 10 December 2004 to give NAVSEA time to evaluate and incorporate changes into the RFP prior to release. This draft solicitation will NOT appear in Federal Business Opportunities (FBO) site at www.fedbizopps.gov. You are instructed to go to the Navy Electronic Commerce Online (NECO) site at www.neco.navy.mil to access the draft solicitation. NAVSEA intends to release the solicitation on or about 5 January 2005. The solicitation is anticipated to be open for a per! iod of 30 days. This contract is planned to be a five year contract, and follow on task orders will be competed among successful offerors. Up to three firm fixed price contracts will be initially awarded. The requirement consists of two ships located at Naval Inactive Ship's Maintenance Organization, (NISMO) Philadelphia, PA, and one ship located at the Maritime Administration National Defense Reserve Fleet (MARAD) Suisan Bay, CA. Technical and price proposals will be required. This announcement and all future announcements concerning this procurement will also be posted the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of announcements! and solicitations to the internet, NECO is the alternative in case the FBO is unavailable.
